Using policy development, research, analytical, data and project management skills, the Program Analyst will review provincial guidelines, jurisdictional research and program data and provide advice and recommendations related to early years and child care programs such as licensed child care, EarlyON Child and Family Centres, school-age recreation, and special needs programs for effective oversight and monitoring. The Program Analyst will develop and implement policy, procedures and program guidelines according to legislative requirements as outlined by the Child Care and Early Years Act, ministry or regional guidelines. The Program Analyst will also analyze and forecast program data, and support program compliance with provincial and regional program funding requirements and guidelines. **Duties and Responsibilities** - Lead the oversight of assigned programs including supporting the implementation of provincial direction and reporting. - Provide project management and leadership in the review of early years and child care programs or implementation of proposed changes to early years and child care programs by the Province. - Produce high-quality written materials including briefing notes and presentations to brief senior management on recommendations and policy decisions. - Collect and analyze data from early years and child care programs to support effective oversight and service system planning. - Consult with other service managers and community partners to support local needs and meet policy objectives. - Communicate effectively and provide excellent customer service to internal and external partners and use excellent problem solving, negotiation and conflict resolution techniques. - Collaborate with service providers to address service provision concerns and ensure contract/program compliance. - Provide expert analytical and statistical information for reporting to Council, provincial ministries and other reports as needed. - Demonstrate active leadership in Divisional initiatives. Perform other duties as assigned.**Skills and Qualifications** - Undergraduate Degree in Human Services or a Business Administration Degree/Diploma. - Minimum of five (5) years policy development and implementation experience and/or program administrative or management experience. - Demonstrate the ability to lead and manage projects related to the implementation and oversight of programs and possess strong writing, presentation and facilitation skills for a wide array of audiences. - Demonstrated ability to assess and interpret policies and relevant legislation/regulations. - Strong critical thinking and analytical skills. - Outstanding written and verbal communication skills for conveying complex information clearly and simply. - Dedication to providing excellent customer service to service providers. - Demonstrated active listening skills, and ability to resolve conflicts, using tact and diplomacy. - Innovative thinking, initiative, and a self-starting attitude. - Excellent interpersonal, time management and organizational skills. - Display a strong dedication to fostering diversity, equity, and inclusion by consistently seeking personal growth, leading by example with inclusive actions, and taking proactive
