**Job Summary**:
This position is responsible for developing annual operating division budgets and monitoring and reporting variances for Public Works in consultation with program staff, in accordance with corporate financial policies and financial reporting requirements.

**Duties & Responsibilities**:

- Co-ordinate the development of annual operating budgets for respective Public Works’ divisions, in consultation with department staff and in accordance with budget guidelines and policies.
- Monitor actual expenditures and investigate significant variances through consultation with department staff for the preparation of operating budget variance reporting to Council.
- Undertake financial analysis for special projects and provide support to respective Public Works divisions.
- Analyze and monitor all financial activities of the respective operating budgets for the Public Works Department to ensure accurate reporting.
- Prepare bid report financial schedules in support of respective Public Works’ divisions
- Administer the Region’s Sewer Abatement program.
- Participate in cross training and provide backup for other Public Works program areas.
- Provide analytical support to the Senior Financial Analyst.
- Perform ad-hoc analyses as required.
- Perform other duties as assigned.

**Skills & Qualifications**:
**Essential**
- Degree in Finance or Accounting.
- Minimum four (4) years’ experience conducting financial analysis and developing budgets.
- Ability to develop and prepare accurate financial analysis within critical timelines.
- Ability to understand and work within corporate policies and reporting requirements.
- Advanced MS Word and Excel skills.

**Preferred**
- CPA Designation or currently enrolled in the CPA Program.
- Experience in municipal finance is a definite asset.
- Knowledge of scope, roles and responsibilities of the Public Works Department.
- Knowledge of SAP management information system.
