**Job Summary**:
Reporting to the Manager of Corporate Budgets & Tax Policy, this position will perform financial analysis to support the development of the Corporate Administration Departments’ operating budget, in-year variance projections and subsequent reporting to senior management and Halton Regional Council.

**Duties & Responsibilities**:

- Provides financial support and assistance in the development of the Corporate Administration Departments’ operating budgets and ten-year forecasts submission in accordance with corporate financial policies and financial reporting requirements.
- Reviews, analyzes and documents user fees for inclusion in the budget and prepares the schedules that accompany the annual user fees and charges by-law.
- Coordinates, reviews, analyzes and documents the Corporate Chargeback process for the annual budget preparation and prepares information for senior management and program area review
- Maintains various models, including corporate chargebacks and recovery models which are used to inform budget development, reporting and projections.
- Monitors actual expenditures and investigates significant variances through consultation with department staff for the preparation of the operating budget variance reporting to Council three (3) times per year.
- Provides reporting to senior staff to effectively monitor current spending and revenue to ensure financial management of programs is consistent with the current year Budget and Business Plan.
- Monitors budget implications arising from staff reports.
- Assists with maintaining the property tax information for the Regional website.
- Prepares year-end and audit working papers.
- Undertakes financial analysis for special projects.
- Prepares presentations and staff reports for Council, senior staff and other stakeholders.
- Performs other duties as assigned.

**Skills & Qualifications**:

- Degree in Finance, Economics or Accounting.
- Minimum of five (5) years’ experience in financial roles working in budget analysis.
- Demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for internal and external stakeholders within critical timelines.
- A team player with the ability to consult and collaborate with various internal and external stakeholders.
- Strong analytical, problem solving, interpersonal, planning and organizational skills.
- Advanced skills in MS Office with an emphasis on Excel.
- Knowledge of municipal finance.
- Knowledge of the SAP management information system.
- Professional accounting designation (CPA) or working towards the completion of a designation.
