**Summary**

North Shore Neighbourhood House operates with over 250 employees, numerous volunteers and a growing number of programs and services including child care, food bank, urban farming, recreation and outreach programs. Reporting to the Finance Manager and working closely with managers across all departments, the Payroll and Benefits Administrator has experience in processing payroll and for a mix of unionized and non-unionized staff in a non-profit organization.

**Primary Responsibilities**

Payroll
- Ensure accuracy in preparing and processing all aspects of bi-weekly payroll
- Processing new hires and terminations as to payroll and benefits
- Reconciling and preparing payroll and benefits reports, updating staffing and seniority lists
- Maintain strong knowledge of the collective agreement and BC Employment Standards Act
- Knowledge of applicable and relevant tax laws
- Provide information to employees and managers regarding the payroll and balance records as requested
- Track days worked for union employees and generate union dues reports
- Prepare adjusting payroll entries each pay period to correct for system misclassifications
- Review wages, pension and union dues payable on monthly basis for accuracy
- Generate vacation and sick time accrual reports and respond to related inquiries
- Process year-end payroll including verifying and distributing T4 slips and pension adjustment slips
- Assist in the year end audit by answering auditor queries regarding payroll
- Provide training on Payworks digital payroll system to staff as necessary
- Process requirements to pay and garnishing orders from Minister of Finance

**Benefits**
- Generate reports, online remittances and year end reporting for the Municipal Pension Plan
- Generate long term disability earnings reports for input into the benefits system
- Prepare and report payroll information to Canada Life for workers on long term disability
- Prepare and send billing to the union for employees on special leaves
- Reconcile extended health benefit invoices to the general ledger
- Process changes to benefits coverages including new enrollments, coverage changes and terminations
- Ensure staff eligibility and enrollment in the benefits plan in at timely manner
- Maintain and update employee personal information for the various benefit carriers
- Provide overview of the benefits plan and respond to any staff inquiries
- Manage payroll aspects of leaves of absence

**Other**
- Calculate and submit hours for the ECE Wage Enhancement and pay employees monthly
- Prepare and submit Worksafe BC reporting for claims related matters
- Support the accounting department with other tasks as assigned

**Qualifications and requirements**
- Three to five years of payroll processing experience in a unionized environment
- Demonstrated knowledge and experience in the administration of benefits and pension
- Working knowledge of the Payworks payroll system is a significant asset
- Superior computer skills and data processing experience with the MS Office suite, particularly Excel (including pivot tables and advanced tabular formulas)
- Excellent verbal and written communication skills with exceptional attention to detail
- Current knowledge of BC Employment Standards
- Familiarity with basic bookkeeping procedures (such as recording journal entries and interpreting general ledger data) and use of Quickbooks software
- Proven diplomacy, tact, empathy and sensitivity in handling confidential information
- Ability to manage and meet time-driven deadlines, working independently with mínimal direction
- A valid payroll compliance practitioner designation from the Canadian Payroll Association is considered a significant asset

**Compensation and work environment**

North Shore Neighbourhood House offers a generous health and welfare benefits plan, four weeks of vacation, a defined benefit pension plan and a welcoming, team-based office culture in a location easily accessible to transit. This is a non-unionized position.

**Job Types**: Part-time, Permanent
Part-time hours: 20-30 per week

**Salary**: $28.00-$32.00 per hour
