**Job Description**:
In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority, patient safety is a priority and a responsibility shared by everyone at VIHA; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, System Development and Architecture, the Manager, System Development manages all aspects of the VIHA enterprise systems solution development life cycle. The manager helps establish and enforces VIHA best practices in relation to system development and ensures the necessary people, process and technology supports are in place to speed time to delivery, minimize impact and costs while maximizing realized benefits and stakeholder satisfaction.

The manager and teams collaborate broadly across VIHA, provincially and with vendor partners in support of this mandate. The teams participate in strategy development and requirements analysis through to architecture, design, development, testing and release of the solutions. The teams work with informatics teams across the Region on requirements analysis, architecture and design with a very close collaboration with IMIT Clinical Informatics on regional clinical system solutions.

**QUALIFICATIONS**:
**Education, Training And Experience**:
A level of education, training and experience equivalent to a Bachelor's degree in Computing Science, Information Management or related discipline and a minimum of five (5) years' of progressively more responsible information management experience including at least five (5) years at the management level.

**Skills And Abilities**:

- CPHIMS and ITIL designations an asset.
- Software development/support experience mandatory.
- Knowledge of the healthcare system, workflows and common services desirable.
- Demonstrated leadership and managerial skills in a complex environment.
- Excellent communication skills including the ability to facilitate and negotiate.
- Demonstrated ability to build and maintain effective relationships.
- Demonstrated ability to establish and manage relationships with strategic partners and solution providers.
- Demonstrated analytical and problem solving skills.
- Demonstrated ability to respond to the needs of stakeholders supported by an acute awareness of the impact of action.
- Demonstrated ability to problem-solve with a global perspective.
- Demonstrated ability to establish courses of action for self and others that are results oriented.
- Demonstrated project management experience with multi-faceted projects and stringent timelines.
- Physical ability to perform the duties of the job.
