The Team
The Management Plan Team (MPT) within the Strategic Initiatives and Effectiveness Branch at the EAO is a recently established team tasked with developing and executing a new standardized approach for how the EAO reviews certificate requirements, with an emphasis on management plan requirements dedicated to ensuring accountability and sustainability in British Columbia’s environmental assessment process. This dynamic team of approximately four professionals is tasked with developing and implementing innovative approaches for reviewing Environmental Assessment Certificate and Exemption Order requirements across diverse sectors. Collaborative, creative, and solutions-focused, the MPT fosters a supportive and fun work environment while promoting reconciliation with Indigenous peoples and contributing to the well-being of BC’s communities and environment.

The Role
The Project Assessment Officer role offers an exciting opportunity to support and lead management plan reviews, policy analysis, research, and meaningful consultation with First Nations and provincial agencies. By ensuring major projects operate according to their commitments, this position helps build trust in government regulation and supports sustainable resource development in BC. Qualifications:

Education and Experience Requirements
  • A bachelor’s degree related to the Natural Resource and/or the Environmental Sector, Public Administration, Law, Administrative Law, Investigation and Enforcement, Criminology or related field plus two (2) years’ related experience; OR
  • Diploma related to the Natural Resource and/or the Environmental Sector, Public Administration, Law, Administrative Law, Investigation and Enforcement, Criminology or related field and four (4) years of related experience; OR
  • An equivalent combination of education and related experience may be considered.

Related experience must include all of the following:

  • Experience in the identification and evaluation of information required to support decision-making processes on major projects, programs, or other high-profile initiatives.
  • Experience with presenting (in both written and verbal formats) results of assessments, options and impact analysis to senior staff or executive and other parties (i.e., local, provincial or federal government, industry, proponents, and Indigenous nations).
  • Experience in coordinating multiparty engagement and managing disparate opinions.
  • Experience managing multiple work priorities under pressure and within timeline constraints.
  • Experience in planning and coordinating projects using project management principles and tools.
  • Experience in analyzing and evaluating documents.

Preference may be given to applicants with the following:

  • Experience working with Indigenous communities and/or organizations. This experience may have been gained in a professional, community or volunteer setting.
  • Experience building partnerships and relationships with Indigenous nations.
  • Experience working in the natural resource sector.
  • Experience conducting or participating in environmental assessment processes (pre- or post- EA Certificate).
  • Experience in monitoring, auditing, and/or evaluating documents.
  • Experience conducting inspections to monitor compliance and demonstrated experience conducting complex criminal investigations and taking enforcement action.
  • Experience with contract management.
  • Experience in program evaluation and/or performance management theories, principles, models, and/or related systems/technologies.

Willingness Statements:

  • Travel is required.
  • Must be willing to meet the transportation arrangements required by the ministry (i.e., travel in small aircraft, helicopter, driving on natural resource roads, etc.).

About this Position:

This is a 15 month temporary opportunity. This position may be extended or become permanent. This position can be based in a Natural Resource Sector office. Flexible work options are available; this position may be able to work up to 5 days at home per week subject to an approved telework agreement. An eligibility list may be established to fill future temporary and permanent vacancies. A Criminal Record Check (CRC) will be required. Employees of the BC Public Service must be located in BC at the time of employment.
