Job Title: Fiscal Services Director

The Financial Services Director at ROME GROUP will oversee all financial matters impacting the organization's financial stability. This position holds a key role in managing the agency's 340B program, Revenue Cycle management, Grants Management, fundraising, and donor support. The successful candidate will supervise key positions associated with accounting, 340B coordination, and grant and donor-related support staff. Daily oversight of fiscal management duties, including bank transactions, accounts receivables, and accounts payable, is also required.

Key Responsibilities:
  1. Oversight and management of key financial revenue, including 340B, Revenue Cycle management, and grant funding.
  2. Developing a strategic financial plan for the agency in coordination with the CEO and Board of Directors.
  3. Conducting internal audits of all financial matters, particularly around 340B and Revenue Cycle Management.
  4. Supporting monthly and year-end financial closing.
340B Programming:
  1. Leading all areas of the agency's 340B Pharmacy programming, including policy and procedure development.
  2. Oversight of Pharmacy contracts and TPA services.
  3. Auditing and monitoring of revenue in compliance with Federal guidelines.
  4. Leading the interagency 340B team.
  5. Providing bi-annual staff training and education on the 340B program.
Management Duties:
  1. Oversight and lead all matters relating to NOVUS Health's 340B program.
  2. Managing key staff overseeing financial, 340B, and grants services.
  3. Managing all activities for 340B, ensuring compliance with Federal guidelines.
  4. Working with the accountant and department Manager and/or Director to ensure program budgets are reviewed and monitored.
  5. Engaging departments in fund-generating opportunities.
  6. Oversight of grant funds from multiple sources, including federal, State, and foundation funding.
  7. Managing daily financial activities as required by program(s).
  8. Developing policies and procedures.
Audits:
  1. Coordinating and leading the process for 340B internal and external audits.
  2. Managing all federal, State, and local grant awards.
  3. Assisting in the preparation for annual fiscal audits.
  4. Working with an outside accounting firm to prepare and complete the annual 990.
  5. Maintaining confidentiality on all financial matters.
  6. Projects and other duties as assigned.
Board Responsibilities:
  1. Serving as a lead member of the Board of Directors' Fiscal subcommittee.
  2. Providing the CEO with outlines of budget findings and monthly reporting.
  3. Serving as the 340B liaison to all outside board and organizational contacts.
  4. Conducting all 340B reporting within and outside the financial report.
  5. Providing comprehensive direction to the CEO and Board.
  6. Presenting to the Board of Directors on the financial health of the organization as requested and needed.
  7. Maintaining strong communication with the CEO regarding all financial matters.
Qualifications:

A Master's degree in business administration, Non-profit management, or a related field with direct experience in grants management, 340B program income oversight, revenue cycle management, and diversified funding sources is required. 5+ years of experience in health-related financial matters with specialty knowledge in 340B services is preferred.
