Job Summary

We are seeking a highly skilled and experienced Senior Human Resource Consultant to join our team at Winnipeg Regional Health Authority. As a key member of our HR department, you will be responsible for providing strategic HR advice and support to our management team and employees.

Key Responsibilities
  • Provide consultative direction and coaching to HR Consultants, Managers, and Supervisors on HR-related issues.
  • Respond to questions and address issues normally raised to the Director in their absence.
  • Represent the organization on site and/or regional committees or working groups.
  • Consult on issues related to Performance Management, Attendance Support, and Respectful Workplace Complaints.
  • Interpret collective agreement and non-union policies, work with Managers on application of progressive discipline and grievance processes, participate in collective bargaining, and support the planning and implementation of Labour Adjustments Initiatives.
  • Investigate workplace complaints, facilitate dispute resolution, conduct exit interviews, and provide a variety of other personnel services.
  • Initiate and implement recruitment activities to meet regular and special resource needs, and provide a variety of other personnel services.
  • Support clients in organizational design and re-design, expertise in reviewing and writing job descriptions, organizational effectiveness planning and implementation, team building expertise, and coaching.
  • Experience in supporting talent management implementation, developing learning plans that are linked to talent management assessments and future role development.
  • Supporting employee and leadership education, learning and development, writing and supporting learning plans for individuals and teams.
  • Experience in leading employee engagement initiatives which create a great work environment.
  • Using metrics, data, and reporting in supporting client needs and identifying areas of emphasis for workplace improvement.
  • Expertise in leading and supporting recruitments, using LinkedIn and other social media platforms, experience in supporting sourcing, interviews, reference checks, onboarding, and orientation.
Requirements
  • Minimum of seven years' experience in a unionized environment performing a broad range of Human Resource functions.
  • Undergraduate degree in human resources, or in a relevant discipline combined with a post-graduate certificate in human resources management from a recognized post-secondary institution.
  • Chartered Professional in Human Resources designation with current membership in good standing or equivalent is preferred.
  • Certifications in project management, human resources, change management, and quality processes are assets.
  • Demonstrated leadership capabilities as described in the LEADS in a Caring Environment framework including a passion for customer service.
Physical Requirements
  • Must be able to work safely in a typical computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions from executives, and partner organizations are common requiring managing multiple priorities and competing demands; dedicated and focused time for planning and concentration can be scheduled.
  • Must have a valid Manitoba driver's license and use of a personal motor vehicle for regular travel within the province.
