About the Opportunity

We are seeking a Senior Housing Development Manager to join our team at the City of Vancouver. As a key member of our Office of the City Manager, you will play a critical role in shaping our affordable housing initiatives and driving project delivery across the city.

Job Summary

The successful candidate will be responsible for managing a portfolio of affordable housing projects from site identification through to building occupancy, working closely with various stakeholders, including City departments, non-profit partners, and development teams.

Main Responsibilities
  • Manage a portfolio of affordable housing projects, overseeing all aspects of project delivery, including site preparation, permitting, construction, and occupancy;
  • Liaise with City departments, non-profit partners, and development teams to ensure seamless project delivery and effective stakeholder engagement;
  • Negotiate and manage development agreements, ground leases, and other contracts related to project delivery;
  • Develop and manage project budgets, analyzing financial viability and ensuring alignment with organizational goals;
  • Coordinate project workflow, resolving issues, and expediting delivery to meet organizational objectives;
  • Promote non-market housing initiatives, securing new development opportunities, funding resources, and innovative delivery mechanisms;
Requirements

To succeed in this role, you will require:

  • A bachelor's degree in planning, engineering, architecture, or urban land economics, or equivalent experience;
  • At least eight years of experience in project management, preferably in real estate/residential development, with a strong background in project delivery, budget management, and stakeholder engagement;
  • Experience managing mixed-discipline consultant teams, keeping projects on time and on budget, and managing associated contracts;
  • Excellent interpersonal, communication, mediation, and conflict resolution skills;
  • Strong analytical and problem-solving skills, with the ability to analyze complex situations and make recommendations to senior management;
