Job Summary

The Ontario Motor Vehicle Industry Council (OMVIC) is seeking a highly skilled and experienced Investigator to join our team. As an Investigator, you will play a critical role in ensuring the integrity of the motor vehicle industry in Ontario.

Key Responsibilities
  • Conduct thorough and objective investigations into complaints and allegations of misconduct within the motor vehicle industry.
  • Review files and gather necessary information to identify relevant issues and develop a clear understanding of the facts.
  • Collaborate with the Manager, Investigations to identify cases that require formal investigation and develop a plan to conduct the investigation.
  • Conduct interviews with individuals and gather evidence to support the investigation.
  • Review and analyze all evidence collected during an investigation, including identification and analysis of any legal or regulatory issues.
  • Write detailed and high-quality reports and correspondence setting out the facts of the case, including a well-reasoned analysis and objective assessment of the evidence.
  • Recommend appropriate steps to take following analysis of the evidence, including proposed findings and recommendations.
  • Assist in the preparation of court documents, including briefs, witness statements, and exhibits.
  • Lead or participate as a team member on complex investigations from inception to completion, ensuring that the investigation is completed thoroughly and on time.
  • Manage assigned files in accordance with organizational standards, including meeting established timelines and deadlines.
  • Establish and maintain good working relationships with all stakeholders, including complainants, officials, and other industry professionals.
Requirements
  • University degree in a field related to law, social science, political science, psychology, or public administration.
  • Minimum of ten (10) years' experience in investigations or a similar role in a public or regulatory sector environment.
  • Formal training in advanced investigative/enforcement strategies/techniques is considered an asset.
  • Considerable and recent investigative and enforcement experience in a similar law enforcement and/or regulatory environment.
  • Demonstrated experience in the investigation of complex fraud cases.
  • Demonstrated experience in preparing high-quality detailed investigative notes/reports dealing with individual and industry issues.
  • Strong analytical skills and the ability to assess relevant evidence and exercise sound judgment impartially and objectively.
  • Knowledge of the Criminal Code, the Canada Evidence Act, the Motor Vehicle Dealers Act 2002, the Consumer Protection Act, and the Provincial Offences Act.
  • Working knowledge of the Ontario Motor Vehicle Industry Council and provincial government organizations, boards, and agencies relevant to the automotive industry.
  • Knowledge and understanding of accounting principles and practices and familiarity with auditing concepts and procedures.
  • Well-developed research skills.
  • Demonstrated commitment to customer service and quality principles in service delivery and application of administrative fairness.
  • Demonstrated understanding of issues affecting consumer protection.
  • Strong interpersonal skills, including the ability to deal with challenging situations and to deal with vulnerable complainants.
  • Excellent organizational, administrative, and time management skills.
  • Excellent interpersonal skills to maintain ongoing liaison with industry, law enforcement, and government officials at all levels.
  • Demonstrated ability to work independently and in a team environment.
  • Able to use personal computers for the entry, manipulation, and retrieval of data and the preparation of reports, correspondence, and communications.
  • Valid Class 'G' Ontario Driver's license.
  • Must reside within the geographical area of responsibility or be willing to relocate.
  • Must be able and willing to travel throughout the Province of Ontario.
