Regional Director of Northern Affairs

The Kativik Regional Government (KRG) is a supra-municipal organization serving the territory of Quebec north of the 55th parallel. We are currently seeking a candidate with strong leadership skills to fill the role of Director General.
This permanent, full-time position involves managing and overseeing the execution of all mandates for the KRG, as outlined under section 303 of the Act respecting Northern Villages and the Kativik Regional Government.
Key Responsibilities:- Manage the affairs of the KRG according to its defined mandates;
- Act as the representative of the Executive Committee in exercising authority over department directors and officers, except for the corporate secretary;
- Ensure coordination between the KRG's Executive Committee, the Regional Council, and department directors;
- Represent the KRG in negotiations with government departments and agencies, such as the Ministère des Transports du Québec and the Société d'habitation du Québec;
- Attend Executive Committee meetings and Regional Council meetings to ensure that all members are up-to-date on operational files for efficient decision-making;
- Oversee the implementation of plans, programs, and activities of the KRG, adhering to public funding requirements and other applicable regulations;
- In collaboration with the Treasurer, coordinate the annual budgetary process and present budgets to the Executive Committee;
- University degree in a related discipline or equivalent relevant work experience;
- At least 10 years of management experience, with municipal or public administration experience being an asset;
- Familiarity with the operation of federal and provincial governments, as well as the James Bay and Northern Quebec Agreement;
- Detailed knowledge of the Kativik Regional Government, its structure, and mandates, as well as the Nunavik region;
- Able to manage tight deadlines and work in a changing environment;
- Working knowledge of Microsoft Office Suite;
- Fluency in Inuktitut and English is essential, with French being considered an asset;
- Beneficiaries of the James Bay and Northern Quebec Agreement may be given preference;
This role offers a competitive salary range of $120,000 - $180,000 per year, based on qualifications and experience, as well as additional benefits, including a cost-of-living differential, annual leave trips, cargo allowance, RRSP, group insurance, 30 days vacation annually, two weeks Christmas holidays, sick leave, and more. The place of work is Kuujjuaq, Quebec.
