Job Summary

We are seeking a highly experienced and skilled Associate Director of Capital Finance to join our team at the British Columbia Institute of Technology (BCIT). This is a regular, full-time (1.0 FTE) position that provides direction and leadership to the Institute's capital asset portfolio, including the Campus Planning and Facilities' (CPF) capital projects.

Key Responsibilities
  • Provide direction and leadership to the Institute's capital asset portfolio, including the CPF capital projects.
  • Act as an advisor and make recommendations on key capital financial decisions to both the Financial Services and CPF leadership teams.
  • Direct the development and management of budgets, forecasts, analytics, and reporting on all capital assets, capital projects, and capital plans.
  • Develop and implement strategies, practices, policies, and processes in consultation with the Financial Controller, CPF, and other partners.
  • Direct the development and delivery of all capital project accounting and financial management functions and oversee a broad range of financial transactions for the projects, including procurement and contract administration.
  • Participate as a member of the Financial Controller's leadership team, providing input to the development of CPF capital project strategies, advising and making recommendations on key financial decisions, and sharing responsibility for related financial achievements and success.
  • Develop and implement capital finance strategies, plans, standards, policies, and processes in consultation with the Financial Controller.
  • Recommend techniques to optimize efficiency and support BCIT financial goals.
  • Implement and ensure the necessary controls to identify and mitigate financial risks are in place and working.
  • Ensure compliance with Institute policies and practices as well as regulatory requirements.
  • Direct the development and delivery of capital project accounting and financial management functions.
  • Oversee a broad range of financial transactions related to procurement, contract administration, and compliance, invoicing, and other related matters.
  • Ensure the Finance and CPF leadership teams are kept apprised of financial matters that could impact the project's financial goals.
  • Develop reports and deliver presentations on financial status, risks, achievements, challenges, and emerging issues.
  • Represent Financial Services on internal and external initiatives, committees, and advisory groups as it relates to major capital projects.
  • Liaise and communicate with Ministry and Treasury Board on Certificate of Approval, funding applications for the Institute.
  • Research and maintain awareness of emerging trends and best practices, identifying opportunities to enhance the finance functions, and to support achievement of the project goals.
  • Manage directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management, and all other people-management practices.
Requirements
  • Canadian professional accounting designation (CPA) or equivalency.
  • Minimum 8 years' experience at progressive levels of responsibility, including a leadership role in finance and administration, preferably in an education/public sector facilities context.
  • Advanced knowledge of financial and operational management, construction project procurement, and the Capital Asset Management Framework.
  • Advanced strategic planning skills, with ability to facilitate development of operational and capital plans and related budgets.
  • Advanced analytical skills with ability to direct research, analysis, and development of complex reports.
  • Advanced people leadership skills with ability to build and manage teams across diverse functions in a unionized, public sector environment.
