Sewer Systems Engineer I - Wastewater Management Specialist

Position Overview:
The City of Vancouver is dedicated to fostering a culture of sustainability and equity. As a Sewer Systems Engineer I, you will play a crucial role in enhancing our community's infrastructure through effective sewer utility management and development.

Role and Responsibilities:
Reporting to the Senior Engineer, your primary responsibilities will include:

  • Creating, validating, and refining hydrologic and hydraulic models to evaluate the current utility systems and facilitate urban growth.
  • Conducting thorough assessments of development proposals to understand their impact on the sewer infrastructure, while developing models to analyze existing system capacities.
  • Providing utility guidance throughout the development process, from initial policy discussions to final development permits.
  • Drafting comprehensive sewer review documents to outline necessary utility upgrades associated with development applications.
  • Evaluating designs and tender documents for sewer and rainwater management to ensure compliance with municipal standards.
  • Advising developers on sewer upgrade requirements and ensuring adherence to municipal policies.
  • Identifying gaps in data and planning future studies to confirm sewer system capacity.
  • Managing the Utilities Development Cost Levy (UDCL) capital program by prioritizing projects and ensuring timely execution.
  • Defining project scopes, preparing requests for proposals, and participating in consultant selection for UDCL projects.
  • Representing the City in discussions with various stakeholders, including engineering branches, external agencies, and private developers.
  • Staying informed about emerging practices and policies in the field.
  • Assisting in the formulation of internal standards to enhance review processes and development procedures.
  • Conducting engineering research and proposing solutions to complex technical challenges.
  • Coordinating project efforts among various utility stakeholders.
  • Performing additional duties as assigned.

Qualifications:
Education and Experience:

  • A Bachelor's degree in Civil or Water Resources Engineering, with a Professional Engineer designation and relevant experience in municipal infrastructure.
  • Eligibility for registration as an Engineer-in-Training or Professional Engineer in British Columbia.
  • Proficiency in design and modeling software such as PCSWMM, ArcGIS, and AutoCAD.
  • Experience in land development as a civil consultant is preferred.

Knowledge, Skills, and Abilities:

  • Strong understanding of engineering principles related to hydraulics, hydrology, and sewer systems.
  • Familiarity with municipal development processes.
  • Excellent communication skills, both written and verbal, with experience in technical report writing.
  • Proven leadership abilities and the capacity to engage effectively with team members.
  • Exceptional organizational skills with the ability to manage multiple priorities.
  • Strong negotiation and conflict resolution skills.
  • Ability to foster positive relationships with stakeholders at all levels.
  • Proficient in the use of relevant engineering software.
