Role Overview
Under the supervision of the Senior Engineer, the Sewer Modeling & Development Engineer is responsible for providing engineering insights, reviewing applications, managing projects, and overseeing processes related to sewer utilities within the City of Vancouver. This role involves modeling services and utility assessments for projects funded by the Utility Development Cost Levy (UDCL), as well as offering technical guidance for development proposals at various stages, including policy statements and development permits.
The position collaborates closely with the Senior Infrastructure Engineer and interacts with technical representatives across multiple branches, including Development and Major Projects, Sewer & Drainage Design, Waterworks Design, Green Infrastructure Implementation, and Integrated Sewer and Drainage Planning. Additionally, the role requires liaising with stakeholders from other City departments, the development industry, and various technical consultants and architects.
Key Responsibilities
- Develop, validate, and enhance hydrologic and hydraulic models to evaluate the existing utility systems and support urban growth.
- Conduct thorough assessments of development proposals' impacts on the sewer infrastructure; create sewer models and assess the capacity of existing systems to identify necessary upgrades.
- Provide utility direction throughout all development stages, from policy statements to permits, and contribute technical insights during team discussions.
- Prepare comprehensive sewer review documents to condition utility upgrades on development applications.
- Review designs and tender documents for sewer and rainwater systems to ensure compliance with City standards.
- Guide developers on sewer upgrading conditions and ensure compliance with development requirements.
- Identify data gaps and future studies necessary for confirming sewer system capacity.
- Manage the project list for the Utilities Development Cost Levy (UDCL) capital program by prioritizing and escalating projects as needed.
- Define project scopes, prepare requests for proposals, evaluate submissions, and assist in selecting consultants for UDCL projects; negotiate contracts and review submitted work.
- Represent the City in discussions with engineering branches, consultants, private developers, and external agencies regarding sewer modeling and UDCL projects.
- Stay informed about emerging practices and policies in the field.
- Assist in developing internal standards to enhance review processes and support development procedures.
- Conduct engineering research, propose solutions to complex technical issues, and provide recommendations to colleagues.
- Offer project coordination and management support to various utility stakeholders.
- Perform additional duties as assigned.
Qualifications
Education and Experience:
- A Bachelor's degree in Civil or Water Resources Engineering, with a Professional Engineer designation and relevant experience in municipal infrastructure planning, design, construction, and project management, or an equivalent combination of education and experience.
- Registration or eligibility for registration as an Engineer-in-Training or Professional Engineer in British Columbia.
- Proficiency in design and modeling software such as PCSWMM, ArcGIS, and AutoCAD.
- Experience in land development as a civil consultant.
Knowledge, Skills, and Abilities:
- Strong understanding of engineering principles related to hydraulics, hydrology, sewer systems, and green infrastructure.
- Familiarity with the City's development processes.
- Knowledge of quality management processes and frameworks.
- Excellent written and verbal communication skills, with experience in technical report writing.
- Proven leadership abilities with a talent for motivating and engaging team members.
- Exceptional organizational skills with the capacity to prioritize effectively in a dynamic environment.
- Strong conflict resolution and negotiation skills.
- Demonstrated expertise in utility design, construction, and project management.
- Ability to foster positive relationships with stakeholders at all levels.
- Proficient in using design and modeling software such as PCSWMM, ArcGIS, and AutoCAD.
The City of Vancouver promotes a Flexible Work Program, allowing staff to work remotely from locations within a commutable distance from their worksite. This position is eligible for participation in this program.

Engineer-In-Training Salary Range 060: $75,410 to $94,253 per annum
Professional Engineer Salary Range 080: $97,032 to $121,294 per annum
