Position Summary

The Greater Toronto Airports Authority (GTAA) seeks a highly motivated and experienced Baggage Program and Project Lead to oversee the planning, execution, and implementation of all baggage-related projects. This role is crucial in ensuring seamless passenger experiences while minimizing disruptions to live operations.

As the Baggage Program and Project Lead, you will:

  • Spearhead the initiation and implementation of baggage programs and projects in collaboration with internal GTAA departments and relevant government agencies.
  • Develop a comprehensive 5-year plan for baggage programs, outlining strategic initiatives and resource allocation.
  • Identify and integrate innovative technologies to enhance connection and local baggage processing efficiency.
  • Collaborate with the Baggage Services Team to optimize baggage flows, considering government agency touchpoints and regulatory requirements.
  • Serve as a subject matter expert on critical baggage processes, including ITD (International to Domestic), BIWIS (Baggage Image Weight Identification System), HBS (Hold Bag Screening), and OSS (One Stop Security), providing technical guidance and support.
  • Manage government agencies' baggage screening requirements, ensuring seamless integration of new initiatives and activities in conjunction with air carriers and internal GTAA partners.
  • Contribute to the development and refinement of regulatory policies related to baggage processes, engaging with Canadian and US authorities (CBSA and USCBP).
  • Develop and maintain contingency plans to mitigate potential disruptions to baggage operations involving government agencies.
  • Lead and manage all aspects of the Common Handler service contract, ensuring adherence to contractual obligations and performance standards.
  • Oversee the implementation of Toronto Pearson Baggage Strategy projects, driving progress towards strategic objectives.
  • Define project requirements to accommodate future growth and capacity needs, ensuring alignment with overall airport development plans.
  • Assist in developing comprehensive business cases to optimize baggage systems, leveraging data analysis and financial modeling.
  • Review and approve all project management documentation, ensuring adherence to established standards and best practices.
  • Cultivate a culture of collaboration and transparency across all stakeholders, fostering strong relationships with government agencies, air carriers, and internal GTAA departments.
