Job Summary:

The Associate Director, Baggage Programs and Projects will play a key role in ensuring the smooth and transparent operation of baggage projects at the Greater Toronto Airports Authority (GTAA). This individual will be responsible for planning, delivering, and operationalizing baggage projects with minimal impact on live operations.

Key Responsibilities:

  • Lead the development and implementation of baggage programs and projects in conjunction with other departments and government agencies.
  • Develop and maintain a 5-year plan for baggage programs, identifying opportunities for growth and improvement.
  • Implement new technologies to enhance baggage processing and connection.
  • Work with the Baggage Services Team to optimize baggage flows and develop efficient processes.
  • Act as a subject matter expert on baggage processes and software tools, including ITD, BIWIS, HBS, and OSS.
  • Manage government agencies' baggage screening requirements and integrate new initiatives and activities with air carriers and internal partners.
  • Support regulatory and policy development for baggage processes with governments in Canada and the United States.
  • Develop and maintain contingency plans to support baggage processes with government agency involvement.
  • Lead and manage all aspects of the Common Handler service contract.
  • Implement the Toronto Pearson Baggage Strategy projects.
  • Define project requirements to accommodate growth and capacity.
  • Assist in developing business cases to optimize baggage systems.
  • Review and approve all project management documents.
  • Bring order and consistency to planning and execution of projects while mitigating operational impact.
  • Ensure targets are agreed upon and managed within projects from a quantitative and schedule perspective.
  • Build and maintain relationships with partners at CBSA, USCBP, CATSA, and TC, fostering a culture of transparency and collaboration.
  • Lead people by providing coaching, guidance, and development, offering meaningful feedback for personal and career growth.

Requirements:

  • Post-secondary degree or a combination of education and relevant experience.
  • 5 years of experience in a large airport, airline, or similar industry.
  • Experience with management in a unionized environment.
  • Ability to obtain and retain Transportation Security Clearance.

Preferred Qualifications:

  • Proven leadership skills and extensive relationship building, problem-solving, and analytical experience.
  • Ability to analyze data to establish trends and root cause analysis using tools such as Excel (MS Office suite).
  • Solid verbal and written communication skills.
  • Ability to operate and communicate across all levels of the organization.
  • Preparing presentations to various levels of the organization.
  • Knowledge of complex mechanical systems that operate in a high-stress environment.
  • Strong knowledge of operations in a large airport.
  • Established professional network of airport industry or similar partners and customers.
