Reporting directly to the Vice President of Human Resources, the Chief Employee Relations Officer plays a pivotal role in strategizing, developing, and executing comprehensive employee and labor relations initiatives. This position is essential in nurturing constructive and equitable labor-management relationships within the organization, thereby promoting a positive and productive workplace culture.

The incumbent will provide expert guidance and support to management and staff, assisting in the resolution of workplace challenges and enhancing decision-making processes. A key responsibility includes managing union relations and serving as the primary liaison with union representatives. The role also involves designing and delivering educational programs and workshops focused on employee and labor relations, ensuring a fair and just approach to all labor-related matters.

The Chief Employee Relations Officer will offer advanced advice on labor relations, including the interpretation of collective agreements, preparation for negotiations, and compliance with human rights legislation. The role encompasses overseeing grievance management and arbitration processes, as well as coordinating local bargaining initiatives. Additionally, the incumbent will facilitate dispute resolution efforts to address complaints and grievances effectively.

The successful candidate will conduct thorough investigations into workplace misconduct and harassment allegations, ensuring adherence to all relevant policies and procedures. This role requires a strategic mindset, with a focus on collaboration and relationship-building across various teams and stakeholders within the organization.

Qualifications

A bachelor's degree in Human Resources, Industrial Relations, Social Sciences, or a related field, or an equivalent combination of education and experience. A minimum of nine (9) years of progressive leadership experience in Employee and Labor Relations. An HR Professional designation (CHRE, CHRL, or CHRP) is required. Certification in Strategic Leadership or training in Alternative Dispute Resolution is considered an asset. Extensive experience in managing collective agreements and grievances, particularly within the public sector or educational institutions. Comprehensive knowledge of relevant legislation and collective agreements impacting employee relations. Proven experience in developing and implementing strategic HR functions. A collaborative leader capable of mentoring and supporting employee development. Proficient in conflict resolution and dispute management. Highly organized with the ability to manage multiple projects under tight deadlines. Exceptional interpersonal, communication, and relationship-building skills. A broad understanding of all facets of Human Resources Management. Demonstrated skills in financial administration, strategic planning, and project management. A commitment to confidentiality, tact, and diplomacy in all interactions.
