POSITION OVERVIEW

As a pivotal member of the Human Resources team and reporting to the Chief Human Resources Officer, the Human Resources and Volunteer Services Manager serves as a leader, resource, and mentor to a team of HR professionals, providing strategic and operational leadership to meet both strategic and operational objectives. The ideal candidate will be an experienced and innovative leader with a proven track record in a complex multi-unionized setting. The successful candidate will have a deep understanding of the significance of strategic and collaborative HR practices and partnerships. As an outstanding communicator and relationship-builder, the Manager recognizes that service excellence is achieved by engaged and empowered employees and volunteers. You will bring a comprehensive generalist background, with expertise in employee & labor relations, recruitment, onboarding, and compensation and benefits, coupled with a passion for nurturing, developing, and leading teams.

KEY RESPONSIBILITIES

  • Directly supervises 12 staff members across Recruitment, Employee & Labor Relations, Compensation & Benefits, Health, Safety & Wellness, Administration, and Volunteer Services.
  • Oversees daily departmental operations to align with organizational goals and priorities in partnership with internal and external leaders and stakeholders.
  • Contributes to building a high-performing HR team while ensuring service delivery adheres to best Human Resources practices.
  • Acts as a mentor for HR team members and plays a crucial role in talent development.
  • Provides guidance to HR Advisors on Employee/Labor relations issues, including performance management, attendance support, workforce planning, dispute resolution, grievance management, mediation, collective bargaining, and litigation matters.
  • Offers consultation and support to operational leaders to ensure compliance with legal and regulatory requirements, collective agreement language, and HR best practices.
  • Collaborates with hospital partners to review, design, and implement policies that support and sustain HR best practices.
  • Responsible for developing strategies to achieve objectives related to recruitment, retention, performance, and engagement.
  • Keeps management and staff informed about ongoing HR programs and issues.
  • Participates in the development of departmental goals and objectives, aligning programs, projects, and activities to facilitate the achievement of established organizational goals.
  • Develops and reviews hospital-wide Human Resources practices, policies, and guidelines to ensure relevance and currency, implementing regular strategies for improvement.
  • Oversees the Volunteer Services program, driving initiatives to attract and retain engaged volunteers to enhance the patient experience.
  • Collaborates in budget preparation and execution of financial and program initiatives.

SKILLS AND QUALIFICATIONS

  • Minimum of 5+ years of progressive, senior human resources leadership and management experience within a complex, unionized, and public sector environment, preferably in healthcare.
  • Demonstrated experience in strategic HR planning while maintaining a hands-on approach to ensure effective daily HR operations.
  • Experience in managing volunteer programs is advantageous.
  • Previous experience in leading a team, including coaching, mentoring, and team building.
  • Proven ability to build relationships, foster collaboration, lead transformational change, and explore innovative approaches to HR structures and practices.
  • Expertise in labor relations and the collective bargaining process.
  • Strong working knowledge of relevant legislation (ESA, Ontario Labour Relations Act, Hospital Labour Disputes Arbitration Act, Human Rights Code, and Occupational Health and Safety Act).
  • Effective consultation skills to promote collaborative working relationships among hospital staff, volunteers, HR team members, and union partners.
  • Excellent decision-making skills with the ability to form and defend independent judgments and influence others and outcomes.
  • Outstanding organizational and time management skills are essential to thrive in a fast-paced healthcare, multi-union environment while managing competing priorities.
  • Proficient in MS Office; working knowledge of Meditech and Microsoft Teams is preferred.
  • Ability to convey a strong vision of values-based, patient-centered service delivery.

EDUCATION AND REGISTRATION

  • University or College degree/diploma in Human Resources, Industrial Relations, or a related field, or an equivalent combination of education and experience.
  • Certified Human Resources Leader (CHRL) designation is required.

PHYSICAL DEMANDS/WORKING CONDITIONS/ENVIRONMENT

The physical demands of the role may include, but are not limited to:

  • A fast-paced, ever-evolving work environment.
  • Administrative multi-tasking is required.
  • High level of interaction with hospital staff, patients, families, and other members of the medical community.
  • Sitting for extended periods while working with a computer screen.
