About the Organization: The Department of Social Services (DSS) encompasses the administrative divisions of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is committed to combating poverty and income disparity by providing essential services to New Yorkers in need, including Food Assistance and Emergency Rental Assistance. DHS focuses on preventing and addressing homelessness in New York City through innovative strategies aimed at helping families and individuals exit shelters and regain self-sufficiency promptly.

Position Overview: The General Support Services (GSS), Facility Operations, Bureau of Construction Management is seeking a Construction Project Manager II to serve as a Lead Construction Project Supervisor. The selected candidate will be responsible for:

  1. Overseeing the construction team, which includes both in-house trade shops and contracted vendors (HVAC, plumbing, electrical, etc.), ensuring that projects progress efficiently, adhere to timelines, and meet or exceed industry standards.
  2. Collaborating with architects and engineers to address field conditions that necessitate modifications or guidance, as well as any issues impacting project completion.
  3. Establishing deadlines, delegating tasks, tracking project progress, and preparing comprehensive reports on job status and deliverables.
  4. Ensuring that all necessary permits, approvals, and compliance with safety and building regulations are secured by the responsible parties.
  5. Developing, monitoring, and regularly updating construction schedules.
  6. Leading construction progress meetings and documenting minutes for future reference.
  7. Managing submittals, preparing requests for information (RFI), and coordinating changes to project scope, including addressing contractor appeals regarding specifications and contract disputes.
  8. Conducting substantial and final completion inspections, preparing punch lists, and generating reports.
  9. Ensuring that all required project closeout documents are submitted by each vendor, including as-built drawings, warranties, and operation manuals.
  10. Maintaining meticulous records for each project.

Minimum Qualifications:

1. A high school diploma or its equivalent, along with five years of full-time experience managing or inspecting construction projects with a total cost of at least $300,000 for each year of experience; or

2. One year of the aforementioned experience and a bachelor's degree in a relevant field from an accredited institution; or

3. One year of the aforementioned experience and a valid professional license as an engineer, architect, or landscape architect; or

4. A combination of at least two years of relevant experience and education to total five years, with the possibility of substituting college credits for experience.

Driver License Requirement: A valid motor vehicle driver license in the State of New York is required at the time of appointment, which must be maintained throughout employment.

Preferred Skills:

  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Project).
  • Experience with Adobe Acrobat and/or Bluebeam.
  • Familiarity with AutoCAD.
  • Knowledge of Revit is a plus.
  • Ability to read and interpret construction documents effectively.
