The Municipality of Chatham-Kent is seeking a dedicated and skilled Project Manager for the Transportation sector within the Engineering division.

Position Overview

The Project Manager, Transportation plays a crucial role in the formulation and execution of initiatives, regulations, by-laws, and capital projects pertaining to the Municipality's transportation services, systems, and infrastructure. This position is responsible for preparing designs and schematics for various Civil Engineering projects, particularly those related to transportation infrastructure, while also conducting traffic counts and performing traffic analyses.

Key Responsibilities

Uphold the core values and competencies of Chatham-Kent. Supervise the planning of future active transportation infrastructure in alignment with the Trails Master Plan. Track the overall progress of implementing recommendations from the Trails Master Plan. Coordinate count programs and execute warrant reviews for pedestrian and cycling infrastructure. Oversee project delivery within the Engineering Division, including design, project management, financial oversight, and construction management. Create designs, project estimates, and schedules for a variety of civil engineering projects, focusing on linear transportation infrastructure. Manage procurement processes for design and construction projects, including the preparation of tenders, proposals, specifications, and contract documentation. Direct contractors and consultants in the execution of traffic infrastructure projects, design projects of varying complexity, Environmental Assessments, and construction administration. Administer parking meter infrastructure, parking programs, policies, and studies. Coordinate parking enforcement activities. Execute traffic signal design, maintenance contract administration, and programming tasks. Conduct warrant reviews for traffic control devices. Design signage and pavement marking layouts. Develop and update policies, procedures, and By-Laws for Chatham-Kent. Manage and coordinate field inspections, perform construction site inspections, contract administration, prepare payment certificates, and ensure quality control on all assigned projects. Maintain condition assessments and infrastructure management studies for traffic signals, all-way stops, signage, roads, sidewalks, bridges, sewers, water mains, and railway crossings. Generate programmatic and manual reports based on data from infrastructure management databases. Review Development Subdivision and Site Plans, as well as Traffic Impact Studies. Lead technical evaluations of development design submissions for infrastructure servicing of subdivisions and site plan developments. Assist the department with budget management and maintenance, including lifecycle, operations, and capital budgets. Identify new funding sources for planned projects or to mitigate service costs and assist the Manager with application development. Collect data to support grant reporting requirements. Support and conduct analyses and projects related to transit and road safety, including warrant reviews and oversight of contractors and consultants. Collaborate as a team member on multidisciplinary projects. Prepare reports for Council and present findings when necessary. Liaise with other departments, agencies, and the public on technical matters. Address and resolve public complaints regarding traffic infrastructure or parking issues. Promote active transportation through direct engagement and the development of promotional campaigns. Provide professional advice to internal and external committees and organizations as required.

Required Qualifications

College Diploma or University Degree in Civil Engineering or a related field. Four (4) to six (6) years of experience focusing on transportation systems/infrastructure policy and design, or equivalent relevant experience. Proven experience in traffic infrastructure design, including traffic control warrant reviews and traffic signal design. Familiarity with traffic infrastructure design and engineering projects, including traffic control studies and development site plan reviews. Project experience with relevant traffic regulations and standards. Proficient in AutoCAD 2007 or higher, MicroStation, and traffic-related software. Experience conducting traffic studies, including various warrant reviews and counts. Strong computer skills in Microsoft Office Suite and other relevant software.

Additional Qualifications

Experience in active transportation is considered an asset. Experience in developing transportation-related policies and by-laws is advantageous. Experience in transit and road safety will be viewed favorably.

Certifications and Memberships

Membership and registration with relevant professional organizations is considered an asset.

Work Environment

This position involves both indoor and outdoor work. Weekday hours with occasional evening and weekend commitments may be required.

Remote Work

This position has been approved for remote work, subject to supervisor discretion and municipal requirements.

Driver's License Requirements

A valid class G (or higher) Ontario driver's license is required, along with a satisfactory driver's abstract.

Background Check

Candidates will be required to undergo a background check prior to employment commencement.

Physical Requirements

Frequent walking, sitting, and standing are required. Fine finger dexterity and gripping are necessary for various tasks.
