Position Overview

The Project Manager for Transportation plays a crucial role in the formulation and execution of initiatives, regulations, and capital projects pertaining to the Municipality's transportation services, systems, and infrastructure. This position is responsible for preparing designs and schematics for various Civil Engineering projects, particularly in transportation infrastructure, while also conducting traffic assessments and executing traffic studies. Additionally, the Project Manager will oversee the development and execution of programs such as traffic calming measures, parking solutions, pedestrian crossings, and other initiatives identified through the Municipality's Road Safety Plan and strategic priorities to enhance transportation systems and services.

Key Responsibilities

Uphold the core values and competencies of Chatham-Kent. Supervise the planning of future active transportation infrastructure in alignment with the Trails Master Plan. Track the progress of implementing recommendations from the Trails Master Plan. Coordinate count programs and conduct warrant reviews for pedestrian and cycling infrastructure. Manage project delivery within the Engineering Division, including design, project management, financial oversight, and construction management. Create designs, project estimates, and schedules for various civil engineering projects, primarily focusing on linear transportation infrastructure. Oversee procurement processes for design and construction projects, including the preparation of tenders, proposals, specifications, and contract documentation. Supervise contractors and consultants in the execution of traffic infrastructure projects, design initiatives, Environmental Assessments, and construction administration. Manage parking meter infrastructure, policies, and studies. Coordinate parking enforcement activities. Conduct traffic signal design, maintenance contract administration, and programming. Perform warrant reviews for traffic control devices. Design signage and pavement marking layouts. Develop and update policies, procedures, and By-Laws for Chatham-Kent. Oversee field inspections, construction site inspections, contract administration, and quality control for all assigned projects. Maintain assessments and management studies for traffic signals, all-way stops, signage, roads, sidewalks, bridges, sewers, water mains, and railway crossings. Generate programmatic and manual reports based on data from infrastructure management databases. Review Development Subdivision and Site Plans, as well as Traffic Impact Studies. Lead technical evaluations of development design submissions for infrastructure servicing. Assist the department with budget management, including lifecycle, operations, and capital budgets. Identify new funding opportunities for planned projects or to alleviate service costs. Collect data to support grant reporting requirements. Engage in analysis and projects related to transit and road safety. Collaborate as a team member on multidisciplinary projects. Prepare reports for Council and present findings when necessary. Liaise with other departments, agencies, and the public on technical matters. Address and resolve public inquiries related to traffic infrastructure or parking issues. Promote active transportation through engagement and the development of promotional materials. Provide professional guidance to internal and external committees as needed.

Required Qualifications

College Diploma or University Degree in Civil Engineering or a related field. Four to six years of experience focused on transportation systems/infrastructure policy and design. Proven experience in traffic infrastructure design, including traffic control warrant reviews and traffic signal design. Experience with traffic engineering projects, including traffic control studies and development site plan reviews. Familiarity with the Highway Traffic Act, Municipal Standards, and Ontario Traffic Manual. Proficient in AutoCAD, MicroStation, and traffic-related software. Experience conducting traffic studies and assessments. Strong skills in Microsoft Office Suite.

Additional Qualifications

Experience in active transportation is a plus. Background in developing transportation policies and by-laws is advantageous. Experience in transit and road safety will be considered an asset.

Certifications and Memberships

Membership with the Ontario Association of Certified Engineering Technicians and Technologists or Professional Engineers Ontario is preferred. Membership in relevant professional associations is an asset.

Work Environment

This role involves both indoor and outdoor work. Standard working hours are weekdays, with occasional evening and weekend commitments.

This position has the potential for remote work, subject to supervisor discretion.
