Position Overview
The Project Manager for Transportation plays a crucial role in the formulation and execution of initiatives, regulations, and capital projects pertaining to the Municipality's transportation services, systems, and infrastructure. This position is responsible for preparing designs and schematics for various Civil Engineering projects, particularly those related to transportation infrastructure, and conducting traffic assessments and studies.
Key Responsibilities
Uphold the core values and competencies of Chatham-Kent. Supervise the planning of future active transportation infrastructure in alignment with the Trails Master Plan. Track the overall progress of implementing recommendations from the Trails Master Plan. Coordinate traffic count programs and conduct warrant reviews for pedestrian and cycling infrastructure. Manage project delivery within the Engineering Division, including design, financial oversight, and construction management. Develop designs, project estimates, and schedules for a variety of civil engineering projects, focusing on linear transportation infrastructure. Oversee procurement processes for design and construction projects, including the preparation of tenders and contract documentation. Supervise contractors and consultants in the execution of traffic infrastructure projects and construction administration. Manage parking meter systems, policies, and studies. Coordinate parking enforcement activities. Execute traffic signal design and maintenance contract administration. Conduct warrant reviews for traffic control devices. Design signage and pavement marking layouts. Prepare and revise policies, procedures, and by-laws. Oversee field inspections and ensure quality control on all assigned projects. Maintain assessments and management studies for various traffic and infrastructure elements. Generate programmatic and manual reports based on infrastructure management data. Review development plans and traffic impact studies. Lead technical evaluations of development design submissions. Assist in budget management and maintenance. Identify potential funding sources for upcoming projects. Collect data for grant reporting purposes. Support analysis and projects related to transit and road safety. Collaborate as a team member on multidisciplinary projects. Prepare reports for Council and present findings as necessary. Liaise with various departments and the public on technical matters. Address and resolve public inquiries regarding traffic infrastructure. Promote active transportation through engagement and promotional campaigns. Provide expert advice to committees and organizations as needed.Required Qualifications
College Diploma or University Degree in Civil Engineering or a related discipline. Four to six years of relevant experience in transportation systems and infrastructure. Proficiency in traffic infrastructure design and contract administration. Familiarity with traffic studies and engineering projects. Knowledge of the Highway Traffic Act and Municipal Standards. Strong computer skills in AutoCAD and traffic-related software. Experience in conducting various traffic studies. Proficient in Microsoft Office Suite.Additional Qualifications
Experience in active transportation is an asset. Policy and by-law development experience is advantageous. Background in transit and road safety is beneficial.Certifications and Memberships
Membership with relevant professional organizations is preferred.Work Environment
This role involves both indoor and outdoor work. Standard weekday hours with occasional evening and weekend commitments.Remote Work
This position allows for remote work based on supervisor discretion, with potential on-site meetings as required.
Driver's License Requirements
A valid class G (or higher) Ontario driver's license is necessary for this role.
