Daily Commitment: 8 hours
Travel Requirements: Quarterly, if necessary

Consultant Qualifications:
  • Comprehensive knowledge of contract legislation, trade agreements, and public procurement regulations.
  • Expertise in negotiation, contract oversight, and risk assessment.
  • Current awareness of trends in both public and private sector procurement.
  • Understanding of recent changes in Canadian contract legislation and judicial decisions.
  • Exceptional communication abilities, both written and oral, to effectively advocate for the ministry's procurement interests.
  • Capacity to collaborate within diverse teams, efficiently resolving issues and delivering high-quality results in a timely manner.
  • Strong analytical skills for addressing complex procurement challenges, managing risks, and leveraging obstacles as opportunities.
  • Ability to foster innovation to improve project outcomes and performance.
  • Prior experience with Canadian public sector organizations (federal, provincial, municipal, etc.).
  • At least 5 years of experience managing competitive procurement initiatives within the last decade.
  • Successfully led multiple RFP initiatives resulting in contracts within established timelines.
  • Experience in managing evaluation processes and negotiations for procurement contracts.
  • Proficient in IT procurement and contracting frameworks.
Project Examples
  • Submission of two project examples primarily authored by each proposed Consultant.
  • The organization anticipates two samples from each Procurement Consultant for assessment.
Educational Background and Professional Credentials
  • Preference for Consultants with formal education in business or computer science disciplines.
  • Holding a procurement designation or graduate certificate is beneficial, such as those provided by recognized institutions like CIPS or IACCM.
