Position Overview

Under the supervision of the Manager of Development Zoning and Committee of Adjustment, the Senior Planner will contribute to a collaborative team dedicated to guiding and supporting various initiatives related to the formulation of the Comprehensive Zoning By-law. This role involves analyzing and interpreting data, offering recommendations on potential by-law strategies, and preparing essential documentation and reports throughout the project lifecycle. The position is integral to the development planning team, particularly focused on the Zoning By-law project. Additional responsibilities may encompass the evaluation of development applications, delivering presentations to Committees and Council, and representing the City at planning forums and hearings.

Key Responsibilities
  • Manage assignments pertaining to the comprehensive zoning by-law project, providing analysis and recommendations through reports, including presentations to Committees and Council, and representing the City at Local Planning Appeal Tribunal Hearings.
  • Gather and compile data, and prepare reports and documentation relevant to the project. Engage in all meetings and coordinate efforts throughout the project.
  • Participate in special initiatives related to policy planning and zoning by-law amendments.
  • Solicit feedback from internal departments and external agencies as necessary, and conduct site inspections.
  • Facilitate resolutions to outstanding issues and inquiries from stakeholders. Prepare reports and planning documents for various stakeholders as needed.
  • Draft general correspondence and engage with the public.
  • Serve as a primary resource and representative for various department-led studies and initiatives.
  • Mentor junior planning staff and assist in training new employees.
  • Attend workshops, seminars, and courses to stay updated on emerging trends and best practices in the field.
  • Engage in the recruitment and interview process for summer students. Provide expert testimony as a planning witness.
  • Process development applications as required and undertake additional projects and responsibilities as assigned.
Qualifications and Experience
  • Degree in Urban Planning or a related field.
  • Full membership in the Ontario Professional Planners Institute (RPP) and the Canadian Institute of Planners (MCIP) is mandatory.
  • A minimum of 5 years of progressive planning experience in relevant roles.

  • Thorough understanding of the Ontario Planning Act and related legislation.
  • Strong research, analytical, and problem-solving abilities.
  • Proven customer service skills to address inquiries from the public and the development sector.
  • Exceptional written and verbal communication skills, including experience in public speaking.
  • Ability to work independently with meticulous attention to detail.
  • Excellent organizational and time management capabilities.
  • Familiarity with planning and municipal government legislation, policies, and principles.
  • Political awareness at all levels of government.
  • Proficient in project management with strong prioritization skills.
  • Conflict resolution and negotiation skills.
  • Experience in reviewing and assessing a diverse range of development applications.
  • Ability to interpret planning documents and prepare relevant reports.
  • Experience in defending planning opinions before Council and the Local Planning Appeals Tribunal.
  • Commitment to personal and professional development.
  • Proactive in fostering a culture of learning and mentorship.
  • Availability to attend meetings outside of regular business hours as needed.
  • Demonstration of the City's core values of service, collaboration, care, and courage.
  • Willingness to travel to various City work sites as required.
