Position Overview

Under the supervision of the Manager of Development Zoning and Committee of Adjustment, the Senior Planner will contribute to a collaborative team that offers expertise and assistance for all tasks related to the formulation of the Comprehensive Zoning By-law. This role involves the analysis and interpretation of various data, providing strategic recommendations on potential by-law standards and their presentation, and preparing essential documents and reports throughout the project lifecycle. The Senior Planner will focus on the Zoning By-law initiative and may also engage in processing development applications, presenting to Committees and Council, and representing the City at planning forums.

Key Responsibilities
  • Oversee assignments pertaining to the comprehensive zoning by-law project, delivering analyses and recommendations through reports, including presentations to Committees and Council, and participating in Local Planning Appeal Tribunal Hearings.
  • Gather and compile data, and prepare relevant reports and documents for the project. Engage in all meetings and coordinate efforts throughout the project.
  • Participate in special initiatives related to policy planning and zoning by-law amendments.
  • Solicit feedback from internal departments and external agencies as necessary, and conduct site inspections.
  • Facilitate resolutions to outstanding issues and inquiries from stakeholders. Prepare necessary reports and documents for various stakeholders. Address planning-related inquiries as required.
  • Draft general correspondence and engage with the public.
  • Serve as the primary resource and representative for various department-led studies and initiatives.
  • Mentor junior planning staff and assist in training new personnel.
  • Attend workshops, seminars, and courses to stay informed about emerging trends and best practices in the field.
  • Participate in the recruitment and interview process for summer students. Provide expert testimony as a planning witness.
  • Process development applications as needed and undertake additional projects and responsibilities as assigned.
Qualifications
  • Degree in Urban Planning or a related field.
  • Full membership in the Ontario Professional Planners Institute (RPP) and the Canadian Institute of Planners (MCIP) is mandatory.
  • A minimum of 5 years of progressive planning experience in relevant roles.

  • Thorough understanding of the Ontario Planning Act and related legislation.
  • Strong research, problem-solving, and analytical abilities.
  • Proven customer service skills to address inquiries from the public and the development/consulting sector.
  • Exceptional written and verbal communication skills, including experience in public presentations.

  • Knowledge of planning and municipal government legislation, policies, and principles.
  • Political awareness across all levels of government.
  • Proficient in research, analysis, and problem-solving.

  • Experience in reviewing and evaluating a diverse range of development applications.
  • Expertise in interpreting planning documents and preparing reports and planning instruments.
  • Experience defending planning opinions before Council and the Local Planning Appeals Tribunal, demonstrating sound judgment and decision-making.
