Main Purpose & Function:

This role involves performing technical and advisory functions within the Services Centre, including the assessment of plans and submissions for permit applications. The position provides guidance (including rotations in the Phone Centre) to staff, developers, contractors, design professionals, and the public regarding permit processing and the interpretation of by-laws, guidelines, and bulletins, along with information and advice on other City procedures.

Specific Duties & Responsibilities:

  • Evaluates plans for single-family and two-family dwellings, secondary suites, and various small commercial projects;
  • Conducts thorough Zoning & Building By-law assessments; makes discretionary decisions and relaxations for projects such as change of use, Section 4 and 5 exemptions, among others;
  • Organizes project schedules for PC1's and mentors/reviews their outputs.
  • Assesses business license applications;
  • Offers guidance on related permit and processing requirements, collaborates with staff in Development Services and other City departments to provide responses or seek advice on behalf of clients regarding process, technical, and design matters or to determine appropriate referrals.
  • Handles over-the-counter permit processing; a high volume of inquiries and direct public interaction necessitates consistent and accurate advice while resolving challenging and sometimes confrontational situations.

Qualifications:

Education and Experience:

  • Diploma in Building Technology or an equivalent combination of education and experience.
  • Extensive experience in interpreting and reviewing plans and managing By-laws and Building/Development Permit work or an equivalent combination of training and experience.

Knowledge, Skills & Abilities:

  • Proven time and project management capabilities;
  • Ability to meet deadlines and manage a substantial workload with shifting priorities;
  • Exceptional customer service skills to interact effectively and tactfully with the public and staff;
  • Strong interpersonal, oral, and written communication skills to convey information and clarify technical issues;
  • Demonstrated ability to establish and maintain effective working relationships, exercising fair and sound judgment;
  • Must possess exceptional conflict resolution skills and experience in dealing tactfully, patiently, and effectively with upset or stressed clients;
  • Ability to swiftly adapt to changes in the workplace; superior customer service skills are essential;
  • Capability to function as part of a team and work independently with minimal supervision;
  • Familiarity with computer systems including Posse & PRISM;
  • Ability to draft memos, procedures, and manuals; instruct, advise, and supervise employees.
  • A current and valid BC Driver's License is required for this position. The license must not have any restrictions that would hinder the ability to legally and safely perform job responsibilities. Transportation arrangements must meet the operational needs of the Department.

Where operationally feasible and subject to change, the City of Vancouver offers a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. This position is eligible to participate in the Flexible Work Program.
