Project Overview

The Woodfibre LNG initiative is situated near Squamish, British Columbia, and focuses on the establishment and management of a liquefied natural gas (LNG) export facility at the former Woodfibre pulp mill site. This facility is designed to hold a storage capacity of 250,000 m3 and aims to generate approximately 2.1 million tons of LNG annually.

Position Summary

The role of the Permitting Specialist is crucial within the vibrant team at Woodfibre LNG. This position entails spearheading the preparation of permit applications and overseeing the permitting processes essential for the construction, commissioning, and operational stages of the Project. The selected candidate will primarily work from the Vancouver office, with occasional site visits to Squamish, BC. Reporting directly to the Permitting Manager, this role is vital in facilitating the company's efforts throughout the various phases of the Project's lifecycle.

Key Responsibilities

The successful candidate will:

  • Lead or assist in the preparation of regulatory permitting applications and amendments across federal, provincial, and municipal levels, including marine permitting in collaboration with both internal and external Project teams. The focus will be on permits issued by:
    • District of Squamish
    • Technical Safety British Columbia
    • BC Energy Regulator permits and authorizations or amendments (e.g., Water Sustainability Act applications, Leave to Construct and/or Operate)
    • BCEAO EA amendments
    • DFO FAA amendments
    • Transport Canada – CNWA authorizations
    • Other relevant permits as necessary
  • Assist in the annual review and implementation of discipline-specific environmental management plans for construction, as well as the development of operational environmental management plans, under the direction of the Permitting Manager, in accordance with approvals and Project requirements.
  • Collaborate with the Government and External Relations Team to advance key elements of the permit strategy, facilitating external engagement and consultation.
  • Support the Regulatory team in maintaining relationships with external stakeholders, including regulatory agencies and Indigenous Groups, concerning the Project's regulatory activities.
  • Participate in the implementation of a compliance management system to monitor and ensure adherence to Project regulatory and environmental commitments and conditions.
  • Contribute to the Project's regulatory program as a member of the Regulatory Team, which includes:
    • Providing planning and project management support, including updates on permits and management plan tracking, and assisting with Regulatory records management activities.
    • Identifying potential permitting risks and developing suitable mitigation strategies to secure necessary permits and approvals.
    • Advising team members on monitoring programs essential for supporting permits, compliance requirements, and verifying mitigation effectiveness.
    • Assisting with ongoing construction monitoring activities related to project execution, including the collection and management of construction activity information and environmental monitoring data.
    • Exhibiting leadership through a commitment to fostering a culture of safety and environmental and regulatory compliance.

Qualifications

Required Experience:

  • A University Degree in an environmental discipline (e.g., environmental science, environmental engineering, biology, ecology, marine biology, or natural resource management).
  • A minimum of 5 years' experience in a permitting role for large natural resource or infrastructure projects in Western Canada, with a preference for experience in British Columbia. Experience in marine permitting and/or permitting in British Columbia is considered an asset.
  • Experience in tracking, ensuring, and assessing compliance with environmental requirements.
  • Familiarity with typical environmental management plans, community plans, and implementation plans to meet Environmental Assessment commitments, along with monitoring and reporting requirements.
  • Exceptional research, written, and verbal communication skills.
  • Experience working with regulatory agencies at municipal, provincial, and federal levels.
  • Experience overseeing the work of environmental consultants.

Additional Requirements:

  • Proficiency in various computer programs (e.g., Office 365, MS Teams, MS Visio, MS Project Control, Adobe Acrobat, DocuSign, etc.), Aconex, and IDocs.
  • Demonstrated ability to work collaboratively within a multi-disciplinary and culturally diverse team environment, including Indigenous Groups, with a cooperative approach.
  • A valid driver's license and passport.
  • This position is based in Vancouver, BC, with travel to Squamish (site) and other locations as required.
  • Must be legally entitled to work in Canada.
