The role involves executing engineering tasks related to construction that require a comprehensive understanding of construction methodologies. The individual will utilize professional judgment within the scope of guidelines established by supervisors. There may be a requirement to guide less experienced engineers or technical personnel in the construction office.

The Construction Traffic Specialist is tasked with supervising contractors' activities and ensuring the successful completion of complex permanent and temporary access roads, earthworks, and structural projects. This position entails overseeing all contractor operations on-site, ensuring compliance with project environmental, safety, and health standards, quality expectations, and scheduling requirements while fostering effective communication with stakeholders and the public.

Key Responsibilities:

Work Planning & Organization

Develops construction drawings and schematics. Facilitates the planning of construction techniques and processes. Ensures all necessary permits and licenses are secured before commencing work on-site, verifying adherence to all permit and license conditions.

Quantity Management

Confirms quantities using tracking systems or other database tools as necessary.

Safety and Quality Assurance

Prioritizes the establishment and maintenance of a safe working environment as the foremost consideration in all tasks. Oversees contractor assurance processes, including addressing non-conformance issues.

Technical Oversight

Monitors contractor activities to ensure alignment with project technical specifications. Reviews contractor documentation such as risk assessments, method statements, and inspection plans, and participates in necessary inspections on behalf of the organization. Assists contractors in strategizing construction methods and resolving engineering or construction challenges as they arise. Interprets engineering design documents and may create working drawings for superintendents and contractors as needed, including: Temporary construction facilities. Field sketches for modifications and preparing 'as-built' documentation. Evaluates design documents, vendor and contractor drawings, and installation guidelines while identifying potential conflicts. Validates contractor quantities using tracking systems or other database applications as required. Reviews change notices, extra work orders, and back charge notifications. Implements project control mechanisms on-site. Assists in formulating cost estimates and reviews project design and engineering material lists for completeness. Responsible for evaluating and approving contractor submissions, technical inquiries, field change documents, and other technical paperwork including drawings and as-built records.

Subcontractor Coordination

Reviews and approves inspection test plans. Coordinates the review of subcontractor submissions. Maintains daily reporting documentation. Facilitates coordination and oversight of interfaces with other contractors during site meetings and through their presence on-site. Possesses familiarity with construction materials, equipment, and supply chain dynamics. Demonstrates a solid understanding of construction logistics regulations and compliance.

Education and Experience Requirements:

A bachelor's degree (or international equivalent) in Logistics, Supply Chain Management, Construction Management, or a related discipline, along with 5-8 years of relevant experience, or 9-12 years of pertinent work experience.

Essential Knowledge and Skills:

Understanding of safety protocols and practices associated with construction activities. Familiarity with Ontario and Canadian road construction standards, including the General Specifications for Road and Bridge Construction. Over 6 years of experience in traffic management. Experience managing Temporary Traffic Control Zones adjacent to active roadways. Awareness of relevant standards and the Manual on Uniform Traffic Control Devices. Proven communication and interpersonal skills to foster a positive work environment among all parties, including clients, contractors, and stakeholders throughout the project lifecycle. Self-driven individual capable of working independently and exercising professional judgment, with a commitment to taking ownership of projects and providing effective technical leadership to contractor staff and field engineers. Knowledge of environmental compliance laws and requirements. Familiarity with current industry quality standards.
