Job Overview

The role involves executing construction engineering tasks of diverse nature that necessitate a comprehensive understanding of construction engineering methodologies. The individual will apply professional judgment within the broad parameters set by management. There may be a responsibility to guide less experienced construction engineers or technical support staff.

The Construction Traffic Specialist is tasked with supervising contractors' activities and ensuring the successful completion of complex permanent and temporary access roads, earthworks, and structural projects. This role requires oversight of all designated contractor activities on-site, ensuring that construction processes and contractor performance adhere to project environmental, safety, and health standards, quality benchmarks, and scheduling requirements, while fostering effective relationships with stakeholders and the public. The specialist will also collaborate with the overall traffic team to incorporate contractor transportation needs into project planning.

Key Responsibilities:

Work Planning & Coordination

Develops construction drawings and schematics. Facilitates the planning of construction techniques and procedures. Ensures all necessary permits and licenses are secured before commencing work on-site. Verifies adherence to permit and license stipulations.

Quantity Management

Confirms materials through quantity tracking systems or other database platforms as necessary.

Safety & Quality Assurance

Prioritizes the establishment and maintenance of a safe work environment as the foremost consideration in all work deliveries. Monitors contractor assurance activities, including addressing non-conformance issues.

Technical Oversight

Supervises contractor activities to ensure compliance with project technical specifications. Reviews contractor documentation, including risk assessments, method statements, and inspection plans. Participates in necessary inspections on behalf of the organization. Assists contractors in strategizing construction methods and resolving engineering or construction challenges as required. Interprets engineering design documents and may produce construction working drawings for superintendents and contractors, including: Temporary construction facilities. Field sketches for modifications and preparing 'as-built' documentation. Reviews design documents, vendor and contractor drawings, and installation guidelines while addressing interference issues. Validates contractor materials through quantity tracking systems or other database applications as needed. Reviews field change requests, additional work orders, and back charge notices. Implements project control tools on-site. Assists in preparing cost estimates and reviews project design and engineering material lists for completeness. Responsible for evaluating and approving contractor submissions, technical inquiries, field change documents, and other technical documentation including drawings and as-built records.

Subcontractor Coordination

Reviews and approves inspection test plans. Coordinates the review of subcontractor submissions. Maintains daily reporting. Facilitates and monitors interactions with other contractors during site meetings and through their presence on-site. Possesses familiarity with construction materials, equipment, and supply chain dynamics. Demonstrates a strong understanding of construction logistics regulations and compliance.

Education and Experience Requirements:

A bachelor's degree (or international equivalent) in Logistics, Supply Chain Management, Construction Management, or a related discipline, along with 5-8 years of relevant experience, or 9-12 years of pertinent work experience.

Essential Knowledge and Skills:

Understanding of safety protocols and practices related to construction activities. Familiarity with Ontario and Canadian road construction standards, including the General Specifications for Road and Bridge Construction. Over 6 years of experience in traffic management. Experience managing Temporary Traffic Control Zones adjacent to active roadways. Awareness of relevant standards and the Manual on Uniform Traffic Control Devices. Proven communication and interpersonal skills to foster a positive work environment among all parties, including clients, contractors, and stakeholders throughout the project lifecycle. Self-driven individual capable of working independently and exercising professional judgment, with a commitment to taking ownership of projects and providing effective technical leadership to contractor staff and field engineers. Awareness of environmental compliance regulations and requirements. Familiarity with current industry quality standards.
