Project Overview:

Bechtel is recognized as a leading engineering, project management, and construction firm globally. We operate through four specialized business units focused on infrastructure, mining and metals, nuclear, security and environmental, and oil, gas, and chemicals. Our teams collaborate with clients, partners, and suppliers on diverse projects in nearly 40 countries. Currently, Bechtel Infrastructure has been appointed as the Delivery Partner for the Ontario Line Subway (OLS) Project in Toronto, Ontario, working closely with Metrolinx. This project involves the design, construction, operation, and maintenance of infrastructure and rail systems for 15 stations along approximately 15 kilometers of new alignment, managed by multiple contractors.

Job Summary:

The Traffic Field Specialist plays a crucial role in overseeing construction engineering tasks that require a comprehensive understanding of construction practices. This position involves exercising professional judgment within broad guidelines set by management and may include directing less experienced engineers or technical personnel.

The primary responsibility of the Traffic Field Specialist is to supervise contractors' activities related to the construction of permanent and temporary access roads, earthworks, and structures. This role ensures that all construction operations adhere to project safety, quality, and scheduling requirements while fostering effective relationships with stakeholders and the public. The specialist will also collaborate with the traffic team to integrate contractor transport needs into project planning.

Key Responsibilities:

Work Planning & Coordination

  • Develops construction drawings and sketches.
  • Facilitates the planning of construction methods and procedures.
  • Ensures all necessary permits and licenses are secured before commencing work on-site, verifying compliance with all requirements.

Quantities Management

  • Confirms quantities through tracking systems or databases as needed.

Safety & Quality Assurance

  • Prioritizes the establishment and maintenance of a safe workplace environment in all work deliveries.
  • Monitors contractor assurance activities, including addressing non-conformance issues.

Technical Oversight

  • Monitors contractor activities to ensure adherence to technical project specifications.
  • Reviews contractor documentation, including risk assessments and method statements, and participates in necessary inspections.
  • Assists contractors in planning construction methods and resolves engineering or construction challenges as required.
  • Interprets engineering drawings and may prepare working drawings for use by superintendents and contractors.
  • Reviews design drawings and vendor documentation to identify and resolve interference issues.
  • Implements project control tools on-site and assists in preparing cost estimates.
  • Reviews and approves contractor submittals and technical documents.

Subcontractor Coordination

  • Reviews and approves inspection test plans.
  • Coordinates the review of subcontractor submissions.
  • Maintains daily reports and monitors interfaces with other contractors during site meetings.
  • Possesses familiarity with construction materials, equipment, and supply chain dynamics.
  • Demonstrates a strong understanding of construction logistics regulations and compliance.
Education and Experience Requirements:

A bachelor's degree (or international equivalent) in Logistics, Supply Chain Management, Construction Management, or a related field is required, along with 5-8 years of relevant experience or 9-12 years of applicable work experience.

Required Knowledge and Skills:
  • Understanding of safety procedures related to construction activities.
  • Familiarity with Ontario and Canadian road construction standards.
  • Over 6 years of experience in traffic management.
  • Experience managing Temporary Traffic Control Zones adjacent to active roadways.
  • Knowledge of relevant standards and the Manual on Uniform Traffic Control Devices.
  • Excellent communication and interpersonal skills to maintain positive relationships among all parties involved.
  • Self-motivated with the ability to work independently and provide technical leadership.
  • Awareness of environmental compliance laws and industry quality standards.
