Position Overview

**NOTE: This is a Fixed-Term (contract) position up to 6 months.**

Are you an experienced public policy expert eager to influence the evolution of financial sector oversight in Ontario? The Financial Services Regulatory Authority of Ontario is seeking a Senior Policy and Technical Lead to advance our innovative policy initiatives aimed at fostering a responsive, principles-driven, and outcome-oriented regulatory environment.

As a key member of the Policy Team, you will deliver specialized technical and strategic guidance, spearheading the formulation of solutions and recommendations concerning financial services regulation in Ontario. Your contributions will align with the overarching policy direction and regulatory framework, addressing pertinent legislation, policies, and challenges.

The Policy Team encompasses various sectors, including:

  • Auto / Property & Casualty Insurance
  • Life and Health Insurance
  • Mortgage Brokers
  • Financial Planners/Advisors
  • Credit Unions
  • Pensions

We are currently in search of a Senior Policy and Technical Lead specifically within the Credit Union and Insurance Prudential Policy domain.

Key Responsibilities

  • Provide regulatory thought leadership and technical expertise for the formation of expert working/advisory committees at both provincial and national levels.
  • Drive the conceptualization, execution, assessment, and negotiation of strategies, business plans, and service objectives to propel FSRA's financial services policy agenda and legislative/regulatory framework.
  • Serve as a special advisor/technical expert in the development, implementation, and revision of financial services legislation, policies, processes, and performance indicators to support effective regulation of the financial services sector in Ontario.
  • Offer authoritative strategic policy advice and technical expertise to executive leadership on legislative, policy, and regulatory strategy options to address current and emerging issues in the financial services sector.

Qualifications

Specialized Knowledge and Experience

  • Comprehensive understanding of the structures, operations, programs, and products within the financial services sectors, along with a solid grasp of FSRA's mandate as a risk-based integrated financial regulator.
  • Proven experience in policy development principles/processes, project management, and the interpretation and application of Ontario financial services sector legislation and relevant regulations.
  • Strong knowledge of socio-economic theory and principled regulatory policy development to achieve harmonized outcomes in an integrated regulatory framework.

Skills

  • Exceptional leadership abilities to establish and guide expert advisory committees and project teams comprising internal staff and external industry specialists.
  • Proficient in identifying and analyzing a diverse range of high-profile industry trends and stakeholder needs requiring policy responses.
  • Strong presentation and facilitation skills to effectively communicate policy positions and strategic options to executives.
  • Excellent written communication skills for preparing complex analyses, detailed strategies, policy frameworks, and presentation materials.
  • Proven relationship management and consensus-building skills to cultivate and maintain key stakeholder relationships and represent FSRA on inter-jurisdictional committees.

Compensation Details

Compensation Grade: Grade 07-AMAPCEO

Compensation Range: $80,595.00 - $117,142.00
