Rincon Consultants, Inc. is in search of a Environmental Compliance Manager who will take charge of directing and supervising workflow to ensure effective project delivery, collaborating closely with colleagues and junior team members. The projects may span various sectors, including Utilities, Energy, Water, and Transportation. While this position may provide flexible work options that could involve a combination of in-office and remote work, the evolving needs of the business will ultimately dictate the extent of remote work availability. We prioritize candidates who reside within a reasonable distance from our offices to foster in-person collaboration and client engagement.

Key Responsibilities:
Technical Responsibilities:
  • Determining the most effective permitting strategies for intricate projects and preparing necessary technical documentation.
  • Conducting or overseeing fieldwork such as stream and wetland delineations to complete biological assessments for projects.
  • Travel may be required, including overnight stays.
  • Producing high-quality technical reports and environmental documentation, including Biological Resource Assessments, CEQA/NEPA analyses, jurisdictional delineations, and permit application packages.
Project Management:
  • Managing biological permitting initiatives (e.g., Clean Water Act, Endangered Species Act, Coastal Act, etc.).
  • Overseeing moderate-sized projects and significant components of larger projects with minimal supervision.
  • Coordinating and monitoring assignments, scopes, schedules, budgets, and deliverables.
  • Acting as the primary point of contact for clients and regulatory bodies.
  • Providing technical guidance to team members and subcontractors.
  • Implementing quality assurance and quality control processes.
Business Development:
  • Engaging in client outreach.
  • Writing proposals and developing cost and schedule estimates.
  • Delivering presentations.
This Role May Be Suitable For You If You Possess:
  • A BS or MS in Biology or a related field from an accredited institution; or a PhD in Biology or a related field with a minimum of 3 years of relevant experience.
  • At least 4 years of progressive and successful experience in environmental consulting, particularly in Technical Work, Project Management, and Business Development.
  • A proven track record of supervising staff, being solution-oriented, and maintaining positive relationships with team members, clients, agencies, and subcontractors.
  • Demonstrated expertise in biological resource assessments (CEQA/NEPA), botanical surveys, wildlife species surveys, wetland delineations, regulatory permitting, compliance oversight, and restoration planning.
