Position Summary

We are in search of a skilled Bids and Proposals Manager to become a vital part of our Defence and Security (D&S) team. The D&S Bids and Proposals unit comprises 15 professionals located in multiple regions, including the UK, Germany, and Canada. The successful candidate will play a crucial role within a capture team, overseeing the proposal development process from the initial Pursue-No-Pursue (PnP) phase through to Bid Submission for projects across the UK and Europe. This position demands a strategic mindset, exceptional project management capabilities, and prior experience in managing bids within intricate new build engineering contexts, along with the ability to work collaboratively with diverse teams.

This role is primarily based at our UK headquarters, requiring in-office attendance three days a week, with the flexibility to work from home or the office on the remaining days.

Key Duties

  • Directs proposal development activities from the initial Pursue-No-Pursue (PnP) decision to Bid Submission.
  • Serves as the primary liaison among Sales/Marketing, Program Management, Solution Development, Contracts, Pricing, and other stakeholders regarding proposal-related tasks.
  • Analyzes Customer Requirements to identify critical needs and ensure a compliant solution.
  • Offers ongoing guidance on bid deliverables, documentation structure, and requirements.
  • Collaborates with key stakeholders/SMEs to communicate the proposal's scope of work and associated estimates.
  • Identifies project risks, formulates mitigation strategies, and incorporates these into cost estimates.
  • Documents the Basis of Estimate (BoE) for all costs, including the baseline used, comparables, execution strategy, assumptions, risks, and limitations.
  • Facilitates the generation of Requests for Quotation (RFQ) to major suppliers and subcontractors, including detailed Statements of Work (SOW) with SMEs as necessary.
  • Prepares and shares lessons learned post-bid submission for selected proposals.
  • Provides support after bid submission, addressing customer inquiries and clarification requests, or preparing and delivering presentations to explain proposals or assist with customer audits.

Candidate Profile

  • Significant experience in complex engineering projects.
  • APMP certification or professional status is highly desirable.
  • Proficiency in the Shipley proposal writing process is advantageous.
  • Familiarity with the UK MOD/Government agency procurement processes is preferred.
  • Comprehensive understanding of engineering and training concepts across various disciplines.
  • Language proficiency: native English, with fluency in German or another European language being a plus.
  • Knowledge and experience in the simulation and training sector would be a distinct advantage.
