Key Responsibilities

  • Oversee the safe, effective, and efficient operations of the Engineering, Fleet & Transportation, and Water and Waste Services departments.
  • Demonstrate strong strategic leadership and supervisory skills, with the capacity to delegate responsibilities and establish clear objectives; possess excellent political acumen and interpersonal skills to address the needs of the public and elected officials.
  • Contribute to the formulation and execution of City goals, financial plans, and strategies to ensure the effective planning and delivery of city-wide programs and services.
  • Provide strategic direction, planning, evaluation, and communication of short and long-term programs, goals, objectives, and priorities for the division.
  • Recruit, mentor, supervise, and evaluate direct reports and, through delegation, all staff within the division; actively participate as a member of the Senior Management team in achieving corporate goals and policies.
  • Collaborate with other Directors to ensure a coordinated approach in service delivery.
  • Manage a variety of divisional services in accordance with Council directives and relevant legislation, standards, and guidelines.
  • Develop and interpret legislation, and create, implement, and maintain programs, bylaws, policies, and practices.
  • Administer and oversee the annual operating and capital budgets for the division.
  • Build and sustain effective relationships with peers and stakeholders; participate in various internal and external committees, including a role in the City's Emergency Operations Centre.
  • Attend regular Council meetings, prepare reports, deliver presentations, and act on Council directives.
  • Assess relevant bylaws and policies to ensure they meet community needs.
  • Draft correspondence and assist in preparing key messages on corporate matters.
  • Act as City Manager when assigned; ensure adherence to safety procedures and standards by personnel across the division.
  • Perform other related duties as required.

Qualifications

  • Master's degree in a relevant field.
  • A minimum of ten years of progressively responsible administrative and technical experience in government or private sector environments, including at least four years in a supervisory role.
  • Demonstrated leadership and supervisory capabilities, with the ability to delegate, set clear expectations, train, develop, motivate, and manage performance.
  • Experience as part of a management team and working alongside elected officials.
  • Familiarity with working in a unionized environment and understanding collective agreements.
  • Thorough knowledge of applicable Municipal, Territorial, and Federal legislation.
  • Proven management success with specific achievements in budget oversight and strategic planning.
  • Strong communication, team-building, stakeholder engagement, human relations, strategic operational and financial planning, and problem-solving skills.
  • Excellent written and verbal communication skills for developing and presenting reports, briefings, position papers, and proposals.
  • Proficient in using general office equipment and software related to ERP systems, spreadsheets, word processing, electronic mail, and presentations.
  • Majority of work is conducted in a standard office environment, with occasional evening and weekend commitments.
