Key Responsibilities

  • Reporting to the Director of Infrastructure and Operations, the Engineering Services Manager oversees a team of skilled professionals to provide engineering solutions for the Infrastructure and Operations Division.
  • Utilizing sound judgment and advanced engineering expertise, the incumbent leads initiatives in asset management, transportation oversight, infrastructure planning, and engineering design and construction for the City’s major assets.
  • The Manager regularly communicates technical information and engineering recommendations to the City Council.
  • Collaboration with the Manager of Fleet and Transportation and the Manager of Water and Waste is essential to ensure sustainable infrastructure services.
  • Oversees all functions of the Engineering Services Department, including asset management, development services, transportation oversight, project management, and technical design and review.
  • Responsible for recruiting, training, scheduling, and evaluating the performance of staff, including two Associate Managers, technicians, technologists, and engineers, with authority to enforce disciplinary actions as necessary.
  • Facilitates engineering services while fostering a work environment that promotes continuous improvement and employee retention.
  • Manages infrastructure design and construction projects, collaborating effectively with consultants and contractors to meet service delivery goals.
  • Prepares and manages departmental capital project budgets, including grant applications and compliance reporting.
  • Develops and oversees the annual operating budget for the department.
  • Leads long-term infrastructure planning and capital project delivery, including project identification, development, lifecycle cost analysis, risk management, scheduling, implementation, and commissioning.
  • Provides technical engineering input for development agreements and municipal improvement permits.
  • Issues completion and acceptance certificates for City projects and new developments.
  • Reviews and approves engineering design documents for new developments in accordance with established procedures.
  • Manages updates to the City’s Servicing Standards Manual as required.
  • Offers general engineering support and professional recommendations to other departments as needed.
  • Evaluates tenders, quotations, and proposals, making recommendations in line with the City’s Purchasing Policy.
  • Maintains positive relationships with the public, consultants, government agencies, developers, suppliers, and contractors.
  • Addresses inquiries from developers, City departments, engineering consultants, and the public.
  • Ensures compliance with safety procedures and standards among staff, contractors, and consultants.
  • Acts as the designated City Engineer.
  • May assume the role of Director of Infrastructure and Operations as needed.
  • Work is primarily conducted in an office environment, with fieldwork involving exposure to various environmental conditions.

Qualifications

  • Post-secondary degree in Civil Engineering.
  • Eligibility for registration with Engineers Yukon.
  • A minimum of 8 years of relevant municipal engineering and infrastructure experience, including at least 4 years in a supervisory or management capacity.
  • Demonstrated project management experience on large-scale infrastructure projects.
  • Exceptional technical writing and communication skills.
  • Ability to engage tactfully with elected officials, staff, and the public on complex and sensitive issues.
  • Strong understanding of contract law and construction principles.
  • Proven strategic decision-making and problem-solving abilities.
  • Ability to lead a team effectively while also collaborating within a team environment.
  • Proficient in MS Office applications, including Word, Excel, and Outlook.
  • Ability to cultivate and maintain effective relationships with peers and stakeholders.
  • Valid Yukon Class 5 Driver's License.
  • Familiarity with light vehicles, AutoCAD, traffic signal systems, and general office equipment.
