Under general supervision, the Communications and Media Relations Officer performs a variety of professional duties related to media engagement and other communication functions within the Communications, Marketing, and Engagement Department; acts as a liaison for news media and blog representatives; engages in social media monitoring, planning, and execution; advises Agency management on communication strategies; represents the Agency to news media; creates a wide range of complex public information materials for both internal and external audiences, including press releases, website content, presentations, talking points, speeches, fact sheets, letters, brochures, executive summaries, and opinion pieces; promotes media coverage of the Agency, focusing on project delivery and services; identifies potential news stories in advance and develops effective communication strategies; writes press releases and advisories, pitches stories, plans and manages press conferences and other media events; supports social media initiatives.

Produces high-quality written content, effectively balancing writing tasks with media relations responsibilities; develops and writes for presentations, talking points, and speeches using various formats such as web pages, fact sheets, FAQs, and brochures.

Exhibits strong judgment while collaborating closely with staff across the agency to propose and refine communication strategies and messages.

Tracks media coverage that includes Agency brand names or implies Agency involvement; assists the Media Relations Supervisor on assigned matters; stays informed of new trends and developments in relevant fields; ensures compliance with all applicable state and federal laws, Agency policies, and regulations.

Education and Experience:

A Bachelor's degree in Communications, Journalism, Political Science, Public Administration, or a closely related field, along with four years of experience in media relations, corporate communications, or public policy/legislative analysis; knowledge of principles and practices of communications, public relations, social media, and community engagement.

Understanding of crisis communication principles.
Familiarity with the techniques of disseminating information for mass media communications.
Knowledge of research, writing, editing, and preparing various public information materials.
Skills in persuasive writing and argumentation.
Awareness of the news media industry, including the needs and priorities across print, television, radio, and blog sectors.

Understanding of the professional culture, methods, and techniques of news reporting and editing, including the criteria that journalists use to determine newsworthiness.

Knowledge of research, writing, editing, and preparing a variety of informational publications, reports, speeches, press releases, scripts, and distribution materials.

Familiarity with basic government structures and functions at local, regional, state, and national levels.
Project management skills.
Proficiency in English usage, spelling, grammar, and punctuation.

Familiarity with modern office procedures, methods, and equipment, including computers and software applications such as word processing, spreadsheets, and statistical databases.

Knowledge of pertinent federal, state, and local laws, codes, and regulations.
Ability to utilize personal computer software programs relevant to assigned work.
Capability to conduct media monitoring activities.
Ability to compose news articles, speeches, radio and television scripts, reports, and letters.
Public speaking skills and the ability to develop and deliver presentations, conveying ideas and concepts both orally and in writing.
Ability to manage projects and make decisions in fast-paced, challenging environments.
Work is performed in a standard hybrid office and field environment.

This position involves visiting construction sites for media events; fieldwork may occasionally expose individuals to hazardous machinery, extreme weather conditions, physical risks, hazardous chemicals, and/or high noise levels.
