Job Summary

We are seeking a highly experienced and skilled Senior Application Security Manager to join our team at ipss inc. as a key member of our Office of the Chief Information Security Officer. The successful candidate will provide senior-level strategic and tactical guidance to the Director Cyber Threat Management and the Chief Information Security Officer (CISO) in the execution of their mandate to establish and maintain a City-wide cyber program to ensure the City is adequately protected.

Key Responsibilities
  1. Lead the Application Security Program: Develop and implement a comprehensive application security program that aligns with the City's cyber security strategy and goals.
  2. Identify and Implement Enterprise Security Solutions: Identify and implement enterprise security solutions to address known risks and vulnerabilities in the City's application portfolio.
  3. Collaborate with Development Teams: Collaborate with development teams and stakeholders to integrate security best practices into the software development lifecycle (SDLC).
  4. Oversee Security Risk Assessments: Oversee the execution of security risk assessments, vulnerability testing, and code reviews to identify and mitigate potential security threats.
  5. Prioritize and Remediate Risks: Prioritize and remediate identified risks and vulnerabilities in a timely and efficient manner.
  6. Monitor and Report Compliance: Monitor and report on compliance with related policies and standards to ensure the City's application portfolio is secure and compliant.
  7. Propose Policy Changes: Propose changes to existing policies and procedures to ensure operating efficiency and regulatory compliance.
  8. Prepare and Deliver Metrics: Prepare and deliver metrics and reports to senior management to demonstrate the effectiveness of the application security program.
Qualifications and Certifications
  1. Post-Secondary Degree: A post-secondary degree in Business or Technology or a related discipline.
  2. Senior-Level Experience: Over 7 years of senior-level experience in Information Security.
  3. Application Security Knowledge: In-depth knowledge of application security principles, practices, and tools.
  4. Security Solutioning Experience: Strong experience with application solutioning, configuration, and application security testing (e.g. SAST, DAST).
  5. Security Industry Standards: Strong understanding of multiple information security platforms and the ability to solve complex issues.
  6. Security Industry Certifications: Preferred certifications include CISSP, CSSLP, or CISM.

  1. Leadership and Organizational Skills: Excellent leadership and organizational skills with the ability to work effectively with all levels of stakeholders.
  2. Problem-Solving Skills: Strong analytical ability with the ability to identify solutions to unusual and complex problems.
  3. Business Acumen: Strong business acumen with budgeting experience and the ability to make quick decisions.
  4. Audit and Compliance Standards: Excellent understanding of audit and compliance standards with experience in performing risk-based audits.
  5. Communication and Collaboration: Excellent communication and collaboration skills with the ability to present to senior levels and work with the broader IT organization and business management.
Additional Requirements

The successful candidate must be able to travel to all City of Toronto office locations and outside the city/country for conferences if required. A normal work week is 35 hours; however, in case of a cyber incident or breach, extended hours may be required with little or no prior notice.
