Job Summary

The Payroll Manager - Financial Operations Specialist is responsible for the accurate and timely internal payroll processing for approximately 5,000 full-time, part-time, and casual employees. This role reports to the Controller, Financial Services, and manages a team of four staff members. The Payroll Manager is accountable for maintaining proper controls and privacy over payroll data, working closely with Human Resources to ensure adherence to the hospital's policies, collective agreements, and federal and provincial legislation.

Key Responsibilities

  • Accountable for the accurate and timely bi-weekly internal payroll processing and reporting for approximately 5,200 employees.
  • Leading a team of four professional staff, providing coaching and development opportunities, setting team goals and personal objectives, and managing performance.
  • Month-end reporting duties, including preparation and posting of journal entries, completion and review of monthly account reconciliations.
  • Prepare all third-party annual reconciliations and remittances.
  • Create, update, and maintain all payroll department policies and procedures and documentation as required.
  • Lead annual audit for payroll with external auditors for all entities.
  • Plan, execute, and report on the findings of internal department payroll audits.
  • Responsible for the implementation, testing, and maintenance of dictionaries for the payroll system, payroll rules processing, and documentation for the e-Schedule system and the planning, testing of other software systems as required.
  • Provide organizational-wide training as required.
  • Actively identify and lead process improvement strategies and cross-functional projects.
  • Participate in ongoing professional development to maintain current knowledge base related to payroll, information systems, and financial management issues.
  • Ad hoc analysis and reporting for all levels of management.

Qualifications

  • Successful candidate must have a Payroll Compliance Practitioner designation, other payroll certifications are an asset.
  • Diploma or university degree in a related field required.
  • Minimum of 7 years of progressive relevant payroll experience is required.
  • A minimum of 3 years of management experience is required.
  • Demonstrated success in a fast-paced, high-complexity, and high-volume work environment required.
  • Proven ability to remain solution-oriented when faced with difficult situations.
  • Demonstrated knowledge of financial reporting is required.
  • Technically competent as demonstrated with experience in large ERP systems and intermediate Microsoft Excel skills, Meditech experience is an asset.
  • Excellent verbal and written communication and able to effectively work with all levels of the organization with a customer focus.
  • Must be innovative, tactful, detail-oriented, and have initiative.
  • Proven analytical and organizational skills with the ability to organize, prioritize, and multitask in a fast-paced environment is essential.
  • Working in a hospital environment or other large government sector not-for-profit organization (NPO) preferred.
  • Satisfactory employment and attendance record.
