The District of Sparwood is on the lookout for a skilled and experienced Director of Finance and IT to join the Finance Department. Reporting directly to the Chief Administrative Officer, this role is a vital part of the Senior Leadership Team and significantly influences the strategic direction of the municipality. The Director will oversee all financial and information technology operations, including accounting, financial reporting, budgeting, forecasting, revenue collection, property taxation, payroll, expenditure management, and IT services. This position is crucial in driving the District's strategic objectives and Council priorities through innovative leadership and a commitment to service excellence.

Key Responsibilities:
Financial Management
  • Formulate operational, capital, and reserve budgets, alongside financial bylaws, statements, statistical reports, cost analyses, monthly invoices, and annual reports.
  • Establish and uphold long-term financial strategies, reserve and debt management, and related financial policies.
  • Oversee the District's financial resources in accordance with the approved budget and track expenditures.
  • Analyze financial data to evaluate performance against budget and assess the District's fiscal health and operational efficiency.
  • Maintain an inventory control system for tangible capital assets.
  • Implement a robust internal control system to mitigate financial risks and uphold municipal integrity.
  • Research and draft policies, bylaws, reports, and presentation materials for Council.
Risk Management
  • Identify and assess potential risks to the District, both internally and externally.
  • Develop and execute a comprehensive risk management strategy, including financial impact analysis.
Asset Management
  • Design, implement, and monitor the District's asset management framework.
Information Technology Oversight
  • Ensure the effective operation of the District's IT functions, including the installation, utilization, and maintenance of hardware, software, and network services.
Qualifications:
  • Chartered Professional Accounting (CPA) designation.
  • A minimum of five (5) years of direct experience in financial administration; experience in municipal finance is an asset.
  • At least five (5) years in a financial leadership or supervisory role.
  • Proven expertise in general financial management.
  • Extensive experience in budget preparation and variance analysis.
  • Strong understanding of human resources functions, including labor standards, compensation, and benefits management.
  • Exceptional analytical, planning, prioritization, and execution capabilities.
  • Proficient leadership and relationship-building skills, with the ability to manage a team in a unionized setting.
  • Competence in planning, organizing, developing, implementing, and interpreting goals and policies.
  • Ability to effectively resolve conflicts while minimizing disruptions.
  • Strong verbal and written communication skills for interactions with Council, other departments, and the public.
  • A valid Class 5 BC Driver's license.

Consideration will be given to a diverse range of educational backgrounds and equivalent work experience.

The compensation for this role ranges from $100,000 to $137,000, depending on qualifications and experience, with opportunities for annual salary increases based on performance evaluations. The benefits package includes comprehensive employer-paid benefits, annual vacation entitlement, an earned day off program, up to three weeks of time off in lieu of overtime, and an Active Living Pass for access to various recreational facilities.
