Chief Financial Officer and IT Director

The District of Sparwood is on the lookout for a skilled and experienced Chief Financial Officer and IT Director to join the Finance Department. Reporting directly to the Chief Administrative Officer, this role is integral to the Senior Leadership Team and significantly influences the strategic vision of the municipality. The CFO is accountable for the comprehensive oversight of all financial and information technology operations within the District. This encompasses the management of accounting, financial reporting, budgeting, financial forecasting, revenue collection, property taxation, payroll, expenditure control, and IT functions.
Key Responsibilities Include:
- Financial Management
- Formulate operational, capital, and reserve budgets, along with financial bylaws, statements, statistical reports, cost analyses, monthly invoices, and annual reports.
- Create and uphold long-term financial strategies, reserve and debt management, and relevant financial policies.
- Oversee the District's financial resources in accordance with the approved budget, ensuring careful monitoring of expenditures.
- Analyze financial data to evaluate performance against budgetary goals and assess the overall fiscal health of the District.
- Maintain an inventory control system for tangible capital assets.
- Establish robust internal controls to mitigate financial risks and uphold municipal integrity.
- Research and draft policies, bylaws, reports, and presentation materials for Council review.
- Risk Assessment
- Identify and assess potential risks to the District, both internal and external.
- Develop and implement a comprehensive risk management framework, including financial impact analysis.
- Asset Oversight
- Design, implement, and monitor the District's asset management strategy.
- Information Technology Management
- Supervise the effective operation of the District's IT functions, including the installation, utilization, and maintenance of hardware, software, and network services.
The Ideal Candidate Will Possess:
- Chartered Professional Accounting (CPA) designation.
- A minimum of five (5) years of direct experience in financial administration, with municipal finance experience being a plus.
- At least five (5) years in a financial leadership or supervisory role.
- Expertise in general financial management practices.
- Proficiency in budget preparation and variance analysis.
- Strong understanding of human resources functions, including labor standards and benefits management.
- Excellent analytical, planning, and execution skills.
- Proven leadership and relationship-building abilities, particularly in a unionized environment.
- Capability to develop, implement, and interpret organizational goals and policies.
- Conflict resolution skills that minimize disruption to workflows.
- Effective communication skills, both verbal and written, for interactions with Council, departments, and the public.
- A valid Class 5 BC Driver's license.
- Consideration will be given to a diverse range of educational backgrounds and relevant work experience.
The compensation for this position ranges from $100,000 to $137,000, based on qualifications and experience, with potential for annual increases based on performance evaluations.
This compensation package includes comprehensive employer-paid benefits, annual vacation entitlement, an earned day off program, up to three weeks of time off in lieu of overtime, and an Active Living Pass for access to various recreational facilities.
Successful candidates may be required to undergo a thorough pre-employment background check, which may include a criminal record check, employment verification, and a clean driver's abstract.
