Position Overview

In this essential position, the Lead Civil Engineering Specialist plays a crucial role in ensuring efficient project execution while promoting collaboration among various organizational levels and stakeholders. This individual adeptly manages multiple projects in a fast-paced environment, delivering on a range of objectives. Leveraging your design proficiency, you will oversee both preliminary and final designs for diverse projects, including road rehabilitation, infrastructure enhancement, stormwater management systems, culverts, water mains, and both sanitary and storm sewer systems, as well as water and wastewater treatment facilities. You will be responsible for drafting contract documents and ensuring compliance with project timelines and budgets. Building and maintaining positive relationships with both internal and external parties will be key, as will mentoring junior team members.

Key Responsibilities:

  • Provide expert technical guidance and support to project team members, including junior engineers and technicians.
  • Oversee a variety of civil engineering projects from inception to completion, including the preparation of contract documents, tendering processes, construction oversight, and project handover.
  • Design, assess, and implement various water and wastewater systems and facilities.
  • Assist in the preparation and review of contract specifications, detailed cost estimates, reports, requests for proposals, and tender documents.
  • Evaluate and recommend the acceptance or rejection of tenders.
  • Offer clarification and support regarding contract intentions to both internal and external stakeholders.
  • Manage contract oversight and administration, including directing, liaising, and negotiating with contractors and consultants.
  • Prepare comprehensive technical engineering submissions for stakeholders.
  • Ensure compliance with current standards in design, construction, and operational practices.
  • Contribute to the professional development of junior staff through coaching and mentoring.
  • Stay updated on standards and practices in alignment with federal and provincial regulations.

Required Qualifications

The ideal candidate will possess experience as a Civil Engineer or a seasoned Civil Engineering Technologist, with consulting experience being advantageous. Familiarity with municipal and civil design, transportation, water, wastewater, and stormwater design is preferred. A Bachelor’s degree in Civil Engineering or a diploma in Civil or Structural Engineering is required, along with Professional Engineer (P.Eng/CET) registration or eligibility for registration. You should excel in collaborative environments and demonstrate exceptional written and verbal communication skills, as evidenced by your ability to create designs, reports, technical documents, and effective client communications. Proven project management skills, combining technical expertise with leadership capabilities, are essential for the successful delivery of diverse projects within established parameters.

Additional Qualifications:

  • Minimum of 5 years of civil design or equivalent experience.
  • On track for registration or currently registered as a Professional Engineer (P.Eng.)/CET, if applicable.
  • Bachelor’s degree in Civil/Structural Engineering, or a Diploma in Civil Engineering Technology or a related field.
  • Proficiency in various computer applications, including word processing, spreadsheets, project scheduling software, and databases.
  • Experience with AutoCAD and Civil 3D software is considered an asset.
  • Familiarity with water modeling software is a plus.
  • Strong capabilities in technical writing and report generation.
  • Excellent oral and written communication skills.
  • Proven ability to establish and maintain effective working relationships with stakeholders.
  • A valid driver’s license is required.
