Position Overview

In this essential position, the Lead Civil Engineering Specialist plays a crucial role in ensuring efficient project execution, promoting teamwork across various organizational levels and stakeholders. Managing several projects simultaneously, this professional excels in a fast-paced setting to achieve varied objectives. Leveraging your design proficiency, you will oversee both preliminary and final designs for a wide range of initiatives, including roadway upgrades, infrastructure enhancement, stormwater management systems, culverts, water mains, and treatment facilities for both water and wastewater. You will be responsible for preparing contract documentation and ensuring compliance with schedules and financial plans. Building strong relationships internally and externally will be key, as you contribute to a cooperative work atmosphere and guide junior personnel.

Key Responsibilities:

Deliver professional and technical expertise, offering guidance and support to project team members, including junior engineers and technicians. Oversee a variety of civil engineering projects, from the creation of contract documents to the tendering process, construction, and project completion. Design, assess, and implement various water and wastewater systems and facilities. Assist in the preparation and review of contract specifications, detailed cost estimates, reports, requests for proposals, and tender documents. Evaluate and recommend acceptance or rejection of tenders. Provide assistance and clarification regarding contract intentions to both internal and external stakeholders. Manage contract oversight and administration, including directing, liaising, and negotiating with contractors and/or consultants. Prepare comprehensive technical engineering submissions for stakeholders. Ensure compliance with current standards for design, construction, and operational matters. Support the professional development of junior staff through technical direction, coaching, and mentoring. Enhance knowledge and experience to assess and implement standards and practices in line with federal and provincial regulations.

Required Qualifications

You possess experience as a Civil Engineer or a seasoned Civil Engineering Technologist; consulting experience is advantageous. Familiarity with municipal/civil design, transportation, water, wastewater, and stormwater design is beneficial. You hold a Bachelor’s degree in Civil Engineering or a diploma in civil or structural engineering, and you are either registered or eligible for registration as a Professional Engineer (P.Eng/CET). You thrive in collaborative environments and exhibit exceptional written and verbal communication skills, demonstrated through the creation of designs, reports, technical documents, and impactful client interactions. Your project management skills blend technical expertise with effective leadership, ensuring the successful delivery of diverse projects within established parameters.

Additional Qualifications:

Minimum of 5 years of civil design or equivalent experience. On track for registration or currently registered as a Professional Engineer (P.Eng.)/CET if applicable. Bachelor’s degree in Civil/Structural Engineering, Diploma in Civil Engineering Technology, or a related field. Proficient in various computer software for word processing, spreadsheets, project scheduling, and databases. Experience with software such as AutoCAD and Civil 3D is considered an asset. Familiarity with water modeling software is advantageous. Proven ability to write reports and other technical documents effectively. Outstanding oral and written communication skills. Demonstrated capability to establish and maintain effective working relationships with internal and external stakeholders. A valid driver's license is required.
