**Job Posting**
- The Social Policy Strategist (Alternative Responses) supports the implementation of the municipality’s Council-approved Public Safety Strategy. This includes key coordination with respect to policy development and analysis, as well as planning activities related to priority areas to develop and implement a broader spectrum of responses to social issues and harms, such as stabilization centres, civilian mental health crisis response models, and mobile outreach teams. The position works closely with the Public Safety team and Public Safety Advisor to develop strategic plans to address complex community issues related to substance use, mental health, and addictions and works collaboratively with municipal staff and external partners and stakeholders to develop, implement, and provide ongoing support to corporate strategies, policies and programs which advance community safety. The Strategist plays a key role in identifying and coordinating methods to achieve municipal priorities related to community safety and leads projects to advance specific priorities under the Strategy.**DUTIES AND RESPONSIBILITIES**
- Undertake strategic research and analysis related to social policy and community safety;
- Play a key role in the coordination, recommendation and improvement of social policy programs and initiatives, with both internal and external stakeholders;
- Support policy development and evaluation;
- Provide support and coordination to teams and committees working in the social policy and community safety sphere;
- Provide guidance on social policy issues and oversight of HRM’s efforts to address these issues, including the development and monitoring of related strategies;
- Establish, maintain, and enhance cooperative relationships with HRM business units, local community organizations working to support individuals experiencing homelessness, mental health or substance use issues,
- Collaborate with other business units, levels of government, non-profits, and community groups in the coordination and delivery of services to vulnerable populations;
- Represent HRM on issues related to community safety areas and service delivery;
- May perform other duties as assigned.

**QUALIFICATIONS**

**Education & Experience**
- Post-secondary degree in public health, social science or other relevant discipline;
- A minimum of five (5) years of related experience in strategic planning, public policy or administration, and/or project management.
- A minimum of five (5) years of experience leading policy development related to homelessness, addictions and/or mental health.
- Experience collaborating with community-based service providers and various levels of government

**Technical/Job Specific Knowledge and Abilities**
- Thorough knowledge of the social policy landscape in HRM as it relates to harm reduction, substance use, mental health and addictions including trends, key players, and jurisdictional roles and responsibilities;
- Demonstrated experience leading complex projects and strategic plans;
- Ability to integrate project management and program evaluation techniques in daily work;
- Strong interpersonal skills and relationship-building skills;
- Excellent communication and presentation skills;
- Strong research, planning and organizational skills;
- Ability to work independently with mínimal supervision and meet tight deadlines;
- Highly motivated to work collaboratively as part of a cross-functional team.
