As a Senior Strategist, you will lead a committed team that focuses on using evidence to strategically develop and advise complex strategies for system planning and investment that align with the department's vision and mission. Your work will ensure the department and the health system are poised and organized to deliver on short and long-term priority health needs of Nova Scotians and achieve measurable results and return-on-investment across the health system. This position will be focused on cultivating strategic direction and priorities that lead to allocation of human and financial resources where it matters most to Nova Scotians.

Primary Accountabilities
  • Establishing and maintain policies, guides, and tools that enable evidence-based planning, investment management, and outcomes management across health priorities and investments.
  • Providing consultative process support to investment stakeholders (e.g., sponsors and program owners) regarding strategic planning and investment management procedures.
  • Contributing to a departmental culture of evidence-informed decision making and promoting continuous learning and inquiry.
  • Compiling evidence from a wide range of sources (research, reports, stakeholders, experts), and excel at synthesizing complex quantitative and qualitative narratives to extract key themes and issues of significance to the department.
  • Working with stakeholders, monitor major investments to ensure standards and return-on-investment outcomes are maintained across service delivery organizations.
  • Reviewing and assessing investment documentation (e.g., business cases and progress notes).
  • Monitoring and review of the investment portfolio including:
    • Development and maintenance of relevant reports
    • Analysis and evaluation of the portfolio against defined performance / health indicators
  • Helping health system partners translate opportunities for investment into outcomes-based deliverables and key performance indicators that can be embedded into funding and accountability agreements.
  • Providing objective analysis and expert advice to senior government officials on a wide range of complex, cross-cutting issues, priorities, opportunities, and legislative and regulatory matters affecting the department, government, and the public.

As a Senior Strategist in Planning and Investment you possess:
A degree in a related discipline such as Health Administration, Science, Economics, Business Administration, Commerce, Finance, Health, and several years of recent relevant experience in project management, project delivery, and/or finance. An equivalent combination of education and experience may be considered. Additional skills and experience may include:
  • A proven ability to review, integrate, analyze and use a wide range of sources, identify innovative trends, and reflect critically on evidence to support complex business problems.
  • A knowledge of statistical techniques and/or interpretation of financial data.
  • Given the high degree of involvement with interdisciplinary and cross-sectoral groups, the incumbent requires demonstrated excellent interpersonal, team building and communication skills attune to both technical and non-technical audiences.
  • An innovative thinker with an ability to identify opportunities to encourage greater integration of programs and activities and to champion change; a self-starter.
  • A demonstrated experience in advancing research as an asset.

Salary Range: $3, $4,608.93 Bi-Weekly
