About Us

The Department of Labour, Skills and Immigration works as a trusted partner to grow the population, develop our current and future workforce, and foster inclusive, safe, and fair workplaces. This includes welcoming people from across Canada and the world, helping people prepare for job opportunities and build the skills they need, promoting safe work environments and helping employers and employees know their rights and responsibilities. We work together to create a future where everyone has an opportunity to thrive.

The Skills and Learning Branch provides a continuum of programs and services for individuals and employers that support learning achievement; inclusive engagement; labour market readiness, attachment, and participation; and workplace performance, all contributing to an inclusive, responsive, and productive workforce for the province. We achieve results by working respectfully with our staff and partners to develop new ideas, remove barriers and increase access for underrepresented groups and support innovative approaches to labour market development.

About Our Opportunity

The Corporate Strategist, Student and Graduate Employment, will develop, refine and assess government employment programs, including Graduate to Opportunity, the Cooperative Education Incentive, and the Student Summer Skills Incentive. Working in partnership with Department colleagues, other provincial government departments, agencies and offices, the federal government, and the post-secondary system, the Corporate Strategist will work to ensure that programs are meeting their goals, and responsive to labour market conditions and contributing to the mandate of the Department and Provincial Priorities.

Primary Accountabilities

The Corporate Strategist is responsible to maintain all program data and reports, using the Labour Market Programs Support System (LaMPSS) and its associated business information tools.

They will monitor and assess program performance and trends, government priorities and labour market trends, and provide sound advice to the Director, Student and Graduate Employment on opportunities for continuous improvement, policy refinement, communication strategies and strategic investment. Working with the Team Lead, they will ensure the accurate and effective documentation of all internal processes and procedures and support the consistent application of process, procedure and policy.

They will build relationships with representatives from equity-seeking communities with an eye to improving accessibility and inclusion in all programs and services delivered by the Division. They will take an active role in the promotion of programs and conduct outreach to the business community to raise awareness, ensure programs remain relevant, and consult on large program changes.

Qualifications and Experience

University degree and several years of related public service experience or Master’s degree and 3 years of related experience. An equivalent combination of education and experience may be accepted.  Demonstrated knowledge and experience in the principles and techniques of research, evaluation, data analysis and the development of program performance measures.  Sound understanding of policy and program development and documentation, strategic planning and program management.  Excellent verbal and written communication skills and the ability to cultivate productive relationships and networks.  Ability to work under tight timelines and exercise sound judgement under pressure. Experience preparing cabinet submissions, developing briefing materials, and working with central agencies will be considered an asset.  Manage, coach, and monitor the Program Assistant, including setting and evaluating performance targets.

The candidate will be committed to their personal learning journey, actively promote inclusion, diversity, equity and accessibility (IDEA), and contribute to a safe and healthy workplace for divisional staff.

The Government of Nova Scotia has adopted the LEADS Leadership Framework. During the interview, candidates will be expected to express how they have demonstrated the key behaviours and capabilities required to effectively lead in a caring and inclusive environment.
