Job Summary
The Manager, Safety Management Systems is responsible for playing a critical role in the interpretation of CN's complex Safety Management System (SMS) obligations. The position is accountable for building internal SMS policies, educating, and auditing field stakeholders to ensure compliance and CN's good standing with external regulators such as Transport Canada.
Main Responsibilities
Auditing
- Act as the point of contact for Transport Canada on all matters related to the SMS including producing documentation for on-demand reviews and coordinating field interviews to validate compliance to the SMS regulations
- Perform internal SMS audits, both small and large-scale and monitor SMS compliance
- Ensure continuous improvement of the SMS by performing a thorough review of CN's Safety Management Plan, implementing improvements as required
- Oversee and respond to Transport Canada SMS audits
- Provide audit status and results to Senior Leadership up to Chief Operating Officer (COO) office level
- Produce the annual report setting out the conclusions of safety management system deliverables to be presented to the COO ensuring all deliverables are tracked
Policy Creation, Implementation and Maintenance
- Represent CN at industry working-group meetings regarding SMS including government-led regulatory reform and industry working group sessions to protect CN's interests regarding SMS and mitigate business impact
- Create and implement SMS policies to ensure compliance with regulations
- Serve as the custodian of CN's SMS Plan ensuring sections and subparts are up to date and available for review regarding compliance
- Produce and file the annual SMS requirements with the regulator
- Serve as the main resource for creation and education of CN's risk assessment standard to ensure all field-level risk assessments are completed in accordance with SMS regulations
- Monitor changes to regulations and take appropriate actions as required
Remedial Action
- Identifies required SMS changes for compliance and Implement SMS changes as necessary, including process creation, policy implementation, and education to the field
- Serves as the internal Subject Matter Expert (SME) for SMS system to senior leadership and the executive teams
- Ensure action items CN has committed to are executed and prepare COO letters for signature where required by regulation
- Coordinate corrective action and facilitate Transport Canada responses when required post-audit
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The role requires overtime work when necessary to meet deadlines and complete project. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role requires occasional travel (20%) within Canada.
**Requirements**:
Experience
Railway Operations or Safety
- Minimum 5 years of experience in railroad operations or safety
- Previous experience in handling major initiatives and auditing processes
- Previous experience in policy creation and operating procedures
- Change management experience*
- Any experience for these above would be considered as an asset
Education/Certification/Designation
- Bachelor's Degree in Business Management, Public Affairs, or Government Affairs
