The Niagara District Airport is located in the heart of the Niagara Region, situated between Niagara Falls,
Niagara-on-the-Lake, and St Catharines, providing a link to world-renowned theatres, festivals, wineries, restaurants, golf courses, and casinos. We have a 5,000 foot runway, NAV Canada on-site, in addition to
Customs clearance capacity, Avgas and jet refueling available. We are host to a wide variety of aviation activities including flight training, general aviation, tourism, private charter, military, and rotary wing operations.

**Finance and Administration Manager**

Reporting to the Chief Executive Officer, this position is responsible for the integrity and efficiency of the airport’s financial operations, which includes managing the varied functional areas of financial reporting for the airport.

This role is a full-time position, inclusive of a 40 hour work week, and is a non-union role, commencing immediately. It includes a full benefit package and inclusion in the OMERS pension plan. Annual salary range is from $65,000 to $75,000.

PRIMARY RESPONSIBILITIES
- Responsibility for the accounting functions, utilizing QuickBooks, including the maintenance of accounts payable, payroll reimbursement, accounts receivable, billings, revenue, expenses, government remittances and quarterly HST filings, while ensuring adherence to all government legislation and procedures
- Preparation and analysis of monthly financial statements, including profit and loss, balance sheet and cash flows as well as comparison to budgets and forecasts
- Develop, with the CEO, quarterly forecast updates for the Niagara District Airport Commission
- Working with the CEO and leadership team to support the creation and implementation of the annual budget, business plan and presentations
- Management of the annual financial audit, including acting as the main point of contact with the external audit team and Commission Treasurer
- Development and maintenance of financial and administrative control policies and procedures, including cash handling, bank deposits and payment processes
- Maintenance and development of the database to inform month-end accounting processes, annual budget cycle and ongoing cash forecasts
- Maintenance of fixed asset continuity schedule, which includes the deferred capital contribution balance and the unspent capital database
- Working with the CEO to support all Finance and Audit Committee meetings, including report preparation and presentation
- Preparation of staff reports for the Chief Executive Officer and the Niagara District Airport Commission
- Support for the annual insurance and benefit renewal processes
- Maintain reports on varied financial metrics, including investments
- Development, with the CEO and leadership team, of airport procurement policies, ensuring alignment with best practices
- Maintenance of contract documents and escalation calculations for internal and external contracts, including third-party service provision, leases and leasing documentation
- Prepare schedules for water and sewer billings, including follow-up with outstanding accounts
- Support the CEO in the identification of alternate revenue streams to support operating and capital budgets (including, but not limited to, the investigation of ongoing federal and/or provincial grant opportunities in the aviation and economic development sectors)
- Responsibility for the annual update and review of airport rates and fees, and maintaining a database to support any necessary billings with respect to said fees
- Oversight of the processes that manage the billing and collection of airport rates and fees
- Creation of medium and long-term asset management plans to support the capital budget and future capital requirements
- Support emergency operations and irregular operations necessitating the activation of the airport’s Emergency Response Plan, through the procurement of goods, services and/or materials

QUALIFICATIONS
- Post-secondary education, preference for a Bachelor’s degree or diploma in finance or accounting
- Beneficial (but not required) to hold a Certified Public Accountant (CPA) designation, or to be in the midst of acquiring said designation
- Two to five years experience in, or directly supporting, a managerial finance role
- Prior experience demonstrating accountability for month-end closings and the design and execution of annual budgets is required
- In-depth knowledge of QuickBooks and Excel is required
- Proficiency with Microsoft Office products
- Some project management experience is preferred, but not required

**Salary**: $65,000.00-$75,000.00 per year
