This is a unique opportunity to make a difference and an impact on the City of Edmonton as a Social Worker aligned with the Problem Properties Initiative. The Problem Property Initiative (PPI) is a Council supported initiative to address highly problematic occupied and unoccupied properties that were generating frequent and serious public complaints and safety concerns. The PPI's current and future work is divided into four pillars of work: governance and decision making, enhanced enforcement and inspections, community engagement and communication, and partnerships and collaborations. Related to the system causes of problem properties, lack of affordable housing is a key contributing factor to Edmonton’s current challenges. Without a sufficient supply of affordable housing, vulnerable people have limited choices on where to live and may reside at a problem property despite inadequate or hazardous living conditions.This position is part of Community Safety Initiatives which resides in the Safe and Healthy Communities Section of the Social Development Branch. The main focus of this position will be to provide a social justice lens to the Residential Inspection Compliance Team supporting the team during inspections alongside other stakeholders such as Alberta Health Services, Edmonton Police Service, Community Standards & Neighbourhoods, Occupational Health & Safety, Safer Communities and Neighbourhoods, Edmonton Fire Rescue and others. Also to identify human-centered approaches to addressing systemic social issues.

Your success will be measured by your ability to achieve timely results in the context of a respectful, inclusive and service-minded style. Other measures will include alignment with The City of Edmonton’s Community Safety and Wellbeing Strategy and associated outcomes/metrics. With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

- Act as an on-site referral agent for the RISC team to connect impacted Edmonton residents with relevant services and supports
- Improve community safety by championing a balanced approach - one that complements enforcement through supports, referrals and capacity building
- Provide client needs assessment and direct support to people staying in or employed at problem properties who may be from vulnerable populations including those dealing with challenging housing needs, mental health issues, experiencing episodic homelessness, low income, substance abuse issues, as well as people living with disabilities, people who were formerly incarcerated and newcomers to the city unaware of their rights
- Focus on preventative measures and services leverage analytics and cutting edge technology to assess areas of interest and focus initiate, build, and sustain effective working relationships with the police, community members, colleagues, and stakeholders
- Provide appropriate referrals to individuals and groups that need assistance
- Act as a key liaison and ‘entry point’ into the municipality - connecting the work to relevant City of Edmonton Sections, Departments and Resources
- Provide input into the development of resource toolkits resources for tenants, landlords and the Residential Inspection Safety Compliance team
- Research, inform the development of a centralized model to govern and oversee the work formally
- Using a community development approach, identify solutions to reduce social barriers which are preventative in nature
- Respond to council inquiries, write council reports and responses
- Perform other related duties as required

**Qualifications**:

- Completion of a Bachelor's Degree in Social Work, Sociology, or Human services or related field., A Master’s Degree is an asset.
- Registered with the Alberta College of Social Workers (ACSW) if qualified as a Social Worker
- A minimum of 5 years experience in community development including doing needs assessments/outreach, community engagement, strategy development and implementation and working with a broad range of stakeholders
- Skilled in multidisciplinary teamwork, community and organizational development
- Knowledge of current community resources, social issues, social programs and crime trends in Edmonton
- Experience in engaging and animating a diverse range of communities
- Knowledge of, evidence-based community safety strategies, interpersonal dynamics, superior knowledge of community resources and agencies
- Highly developed written and verbal communication skills with the ability to be confident, clear, respectful and sensitive
- Strong political acumen is required
- Demonstrated skill in developing and sustaining relationships, multi-stakeholder collaboratives, animating communities, project management, meeting facilitation
