This position will be supporting key corporate priorities such as Equity, Diversity and Inclusion, Onboarding and Offboarding as well as Employee Experience.

The Officer Staffing Policies and Programs is accountable for the planning, development and implementation of national policies, programs and procedures that will ensure optimum standards for internal and external recruitment and selection within Canada Post Corporation as well as all other related employment policies and programs initiatives. They are accountable for the research, development and implementation of an effective skills inventory used to select or evaluate individuals for training, development, promotion or employment within CPC.

**Responsibilities**:
Below are the main job requirements and responsibilities for the Officer, Staffing Policies and Programs.- Develops and maintains a comprehensive knowledge of collective agreements, human rights legislation, labour laws and other Corporate policies and guideline impacting on staffing and employment policies and programs. Ensures consideration of the latter in the development of new policies, processes or programs.
- Develops and maintains functional and operational contact with Management, H.O. and regions, to ensure that employee recruitment and selection procedures, guidelines, and other related employment policies and programs are well understood and applied consistently.
- Provides support and counsel to H.O. and regional HR on a variety of issues related to staffing. Where agreements are silent or no policy exists, provides appropriate interpretation of applicable past practice, Labour Code provisions and/or arbitration decisions.
- As a Subject Matter Expert, provide expert advice in the utilization of the SAP for all employment policies and programs purposes.
- Conducts regular audits and monitoring of the Corporate SAP System, which is utilized by Senior Executives in their decision-making process, in order to ensure data integrity.
- Manages the development and implementation of approved selection tools to train and develop CPC personnel in the use of effective recruitment, selection and measurement techniques.

**Job Responsibilities (continued)**:

- Develops business processes, in the delegation of recruitment and selection and other employment policies and programs related activities, to ensure adherence to corporate policies, labour laws, legislation, collective agreement requirements, etc. Prepares and ensures implementation of appropriate training to meet corporate standards.
- Assists in the development and implementation of a selection evaluation program that will ensure the effectiveness of CPC’s recruitment and selection programs and processes.
- Participates in Union negotiations, bargaining and consultation relevant to staffing provisions for all collective agreements.
- Represents CPC on staffing and employment policies and programs related issues including disputes, grievances and proceedings.- Establishes business relationships with external companies (crown corporations, government, major industries) specializing in employee selection, performance management and development to obtain/provide expert opinion and discuss various methodology and/or information relevant to employment/staffing policies. Monitors current trends and development in the field of employment policies and programs in the outside market. Assesses and makes recommendations for change, where applicable.-
**Qualifications**:
**Education**
- Completed post-secondary, preferably in a related field **OR** a combination of equivalent professional experience and training

**Experience**
- 1 to 3 years of relevant functional experience
- One or more years of experience in a unionized environment an asset
- Proficient computer skills and competent with Microsoft Office programs
- Enrollment in specific designation and or certifications programs may be required for certain positions (e.g. Finance & Engineering).
- Strong communication, analytical, and customer service skills
