**Request for Proposal**:
Consultant to facilitate a full-day Board Retreat in April 2024 for the Centre for Inclusive Economic Opportunity, Golden Mile (CIEO).

**Background**

CIEO was founded in 2020 by 10 community organizations to expand economic opportunities for residents of the Greater Golden Mile (GGM) area of Toronto. It builds on the Inclusive Local Economic Opportunity (ILEO) initiative, which is co-convened by United Way Greater Toronto (UWGT) and BMO Financial Group to bring together the private, public, and community sectors to find innovative ways to reduce gaps in economic prosperity at the neighbourhood level.

In the Greater Golden Mile, a combination of public and private infrastructure investments are underway that will spur economic growth and transform the area. CIEO’s Vision is to ensure residents and businesses prosper as the neighbourhood develops and continue to call the Greater Golden Mile home.

**Scope of Work**

CIEO intends to hire a Consultant to lead the following activities:
A) Facilitate a full-day retreat in April 2024, within the Greater Golden Mile area of Toronto. Retreat participants will include CIEO Board members and representatives from CIEO’s founding member organizations, as well as a few representatives from the GGM community and/or other ILEO pilot projects and UWGT staff who provide backbone support to CIEO and ILEO. Preparatory work will be required in advance of the Retreat.

The Consultant will be facilitating discussions regarding:

- A progress review of CIEO's strategic plan ;
- Establishing CIEO’s implementation priorities for 2024
- Clarifying CIEO’s position and role with respect to pursuing Community Benefits in the Greater Golden Mile
- Identifying specific projects and funding opportunities for CIEO to pursue
- CIEO’s evolution as the ILEO initiative expands

B) Following the Retreat, to provide a summary document based on the Retreat's discussions - to help summarize the overall discussion as well as to identify priority discussions or other relevant items of note.

**Deliverables and Timelines**

RFP Release: February 5, 2024

Proposal Closing Date: February 16th, 2024

Preparatory Work*: March 13, 2024

Proposed Retreat Timing: Likely April 3, 2024

Completion of Project: April 30, 2024

*Preparatory Work: The Consultant shall collaborate with CIEO’s Planning Committee to refine their proposed process to ensure it is practical for and resonates with CIEO members, as well as develop any relevant preparatory materials

**The consultant/facilitator shall possess the following experience and qualities**:

- Experience designing and delivering visioning, planning and prioritizing processes for collaborative groups/networks/associations.
- Strong facilitation skills including the ability to help diverse groups tease out and make sense of issues, to share and hear each other, and to reach agreement.
- Familiarity and/or experience with the non-profit (employment services and supports) and private sectors (particularly the construction industry), neighbourhood development processes, and community benefits would be beneficial.
- At ease with information gathering and knowledge mobilization
- Strong writing skills, especially related to presenting plans and cases for external funders.
- Knowledge of the GGM area could be useful - please let us know if you live/work in the GGM

**Budget**

The Facilitation fees will be $150/hour and approximately 30 hours of work will be required. The exact amount of hours is TBC at a later point.

The Consultant will not be responsible for arranging the Retreat’s venue nor food.

**Proposal Contents**
- A resume or profile of the individual(s) who will undertake this work including their qualifications and any current organizational affiliation(s).
- Your understanding of, and interest in this project, and a basic work plan outlining flow and timeline for delivery.
- An itemized budget related to different process elements.
